Cooch Behar Uttar (SC) is a Scheduled Caste reserved legislative assembly constituency in Cooch Behar district of West Bengal. It is part of the Cooch Behar Lok Sabha seat and includes mainly rural areas where agriculture, small trade and basic services shape daily life. The constituency has seen closely fought elections in recent cycles and is considered politically competitive within the northern wing of the state.
In the 2021 West Bengal Assembly election, the seat was won by Sukumar Roy of the Bharatiya Janata Party (BJP). He secured 120,483 votes and defeated his nearest rival, Binay Krishna Barman of the All India Trinamool Congress (AITC), by a margin of 14,615 votes. The result showed a solid support base for the BJP in this constituency while also underlining the continued presence of the ruling party in the area. Key issues in Cooch Behar Uttar reflect both development needs and local economic challenges. A major concern among voters is agricultural distress, as many families depend on farming and allied livelihoods but face problems related to irrigation, pricing of crops and seasonal weather impacts. Another important issue is infrastructure development, including better roads, reliable electricity and improvements in basic civic amenities, which residents feel are essential for economic growth and connectivity.
