Jharkhand Launches Online Portal for Unauthorised Building Regularisation

Ranchi: The Jharkhand govt on Thursday launched a website to simplify the process of legalising unauthorised residential buildings across urban areas of the state so as to implement the Jharkhand Unauthorised Constructed Building Regularisation Rules, 2026.

The portal, https://jhbpams.jharkhand.gov.in, aims at simplifying the approval process for residents, who built homes in violation of municipal norms, often due to lack of awareness, delays in approvals or change in construction plans. Only residential buildings up to G+2 height and built on plots below 300 sq mt will be eligible under the scheme, officials said.

For many middle-class and lower-income families, the move is expected to reduce long-standing uncertainty over penalties, demolition notices and property transactions linked to irregular constructions.

Urban development minister Su divya Kumar said, “The initiative was intended as a relief measure rather than a relaxation of future construction norms. This is a chance for people who constructed houses without sanctioned maps to bring them under the legal framework. The idea is not to promote violations, but to resolve existing cases practically and humanely.”

Department principal secretary Sunil Kumar said, “The regularisation process was aimed at bringing existing unauthorised residential constructions into the legal framework in a time-bound manner. People will get a one-time opportunity to regularise eligible houses through a simplified online process. Applications will be accepted for two months and cases are expected to be disposed of within six months. Regularisation fees that can be paid in three instalments.”
