Shimla: The social justice and empowerment department of the Himachal Pradesh govt has notified ‘The Himachal Pradesh Juvenile Justice (Care and Protection of Children) Rules, 2026', paving the way for the constitution of one or more Juvenile Justice Boards (JJBs) in all 12 districts of the state.
As per the rules, each board will be headed by a metropolitan magistrate or a judicial magistrate first class with at least three years of experience. The board will also include two social workers as members, one of whom must be a woman. These members will be appointed by the state govt on the recommendations of a selection committee constituted under the new framework.
The rules specify that the JJBs will hold sittings in observation homes or at locations close to such facilities, or in suitable premises within child care institutions meant for children in conflict with law. The boards are explicitly barred from functioning within court or jail premises.
The JJBs will also conduct inspections of child care institutions, issue directions in case of lapses, recommend improvements and ensure compliance. They are empowered to suggest action against the erring officials to the district magistrate.
Additionally, the rules provide for the constitution of one or more child welfare committees in each district based on the selection committee's recommendations.
