N Chandrababu Naidu has proposed adopting Singapore-style governance practices in
Andhra Pradesh and suggested developing one district as a pilot model by implementing global best practices with a time-bound action plan.
Addressing the district collectors' conference at the state secretariat on Thursday, the chief minister said the state should learn from countries that have achieved rapid progress through efficient governance and accountability. Referring to Singapore's administrative model, he said its governance system earned public trust through disciplined execution and collective responsibility. "We should identify the best practices being implemented in Singapore and develop one district as a pilot. A 90-day action plan should be prepared and monitored closely for implementation," Naidu said.
The conference focused on gross state domestic product (GSDP) growth targets, district-wise economic projections, administrative reforms and governance innovations. Naidu said decisions taken on GSDP growth today would directly shape the future of the people and asked collectors to focus on long-term economic transformation.
Highlighting regional disparities, he pointed out that both Parvathipuram Manyam and Alluri Sitharama Raju districts are tribal regions, yet their development trajectories differ significantly. He said value addition in coffee cultivation has improved GSDP performance in ASR district and stressed the need for all districts to focus on local economic strengths.
Urging district collectors to promote innovation-driven governance and compete in implementing the best policies at the district and constituency levels, he cited the example of Annamayya district collector for initiating "innovative administration" and encouraged officials to replicate the successful models across the state.
The CM also highlighted the tourism potential of Andhra Pradesh's coastline and said development of beach fronts at Suryalanka, Manginapudi, Visakhapatnam, Srikakulam, and Mypadu would generate employment and business opportunities for local communities. He added that new national highways could support logistics hubs and township development across the state.
Naidu further called for a shift from individual-centric governance to a collective administrative culture. "The mindset of 'I' should give way to 'We'," he suggested, and added that even he is consciously replacing 'I' with 'We' in official communication. "The state's achievements in investments, welfare, and infrastructure development has become possible only because of teamwork and coordinated effort across departments," he said.
