Chandigarh: Despite the model code of conduct restrictions for the May 10 elections to seven civic bodies, Haryana chief minister Nayab Singh Saini on Friday launched the Haryana Online Building Plan Approval System – a digital platform for approving building plans for residential units within the civic bodies' jurisdiction.
He also initiated the process of sending J-Forms to farmers via WhatsApp.
Govt officials denied violating the model code of conduct as part of the ongoing and existing projects. Apart from announcing the two major initiatives for the general public and the farmers, the CM also released over Rs 2,115 crore directly into the bank accounts of beneficiaries under various welfare schemes.
A total of 58,87,479 eligible beneficiaries received benefits under these schemes.
The Haryana Online Building Plan Approval System enables common citizens to obtain approvals related to plots and construction from the comfort of their home and without delays.
In the first phase, online approvals will be provided for planned residential plots in old municipalities or core areas. This system will save time, curb corruption and ensure accountability in work, said Saini.
The CM said people would no longer have to make rounds of govt offices and the entire process will become faster, transparent and simpler.
Before implementation of the new system, architects and urban local body officials will be given special training so that the general public does not face any inconvenience, he added.
Saini said J-Forms were sent to farmers through WhatsApp on Friday and would continue to be delivered in the same manner in the future.
On April 25, the govt announced that J-Forms related to wheat, mustard, and gram sold at MSP during the ongoing Rabi procurement season would be sent to farmers through WhatsApp.
The CM informed that till May 6, around 5.78 lakh farmers sold their produce in mandis. A total of 13.77 lakh J-Forms have been issued to these farmers. The facility has been introduced in the state for the first time. Now, farmers will not have to visit commission agents to collect their J-Forms, he added.
Saini said the DBTs on Friday included the seventh instalment of the Deen Dayal Lado Lakshmi Yojana, subsidy amount under the Har Ghar-Har Grihini Yojana, compensation for Kharif crop-2025, amount under the Bhavantar Bharpai Yojana and social security pension benefits.
The CM further said that Rs 205 crore had been transferred into the accounts of 9.76 lakh beneficiary women as part of the seventh instalment of the Deen Dayal Lado Lakshmi Yojana. So far, Rs 1,415 crore has been released under the scheme, he added.
Saini also said over Rs 1,146 crore had been transferred directly into the accounts of 35.62 lakh beneficiaries under 18 different social security pension schemes. These include Old Age Samman Allowance, Divyangjan pension and other social security pensions.
The CM also released Rs 100.45 crore post-matric scholarships to 64,923 Scheduled Caste students. The scholarship is provided to students from Class XI to postgraduate level belonging to the Scheduled Caste families having an annual income of up to Rs 2.50 lakh.
The CM also released compensation worth Rs 370.52 crore to 1,50 lakh farmers whose Kharif crop-2025 was damaged due to rain and waterlogging. While Rs 66.88 crore was released for 29,539 farmers of Bhiwani district, Rs 64.40 crore was released for 25,812 farmers of Hisar district.
