‘No PUC, no fuel’ directive for those who violate motor vehicle rules: STA
Bhubaneswar: With vehicle owners thronging different pollution testing centres to get their pollution under control (PUC) certificates following a recent govt mandate, the State Transport Authority (STA) on Tuesday issued an advisory urging people not to panic.
STA said there is no need to panic since the directive of “no PUC, no fuel” at filling stations applies only to those who violate motor vehicle rules. “People who are maintaining all the necessary documents and certificates should not worry about the directive,” the advisory read.
STA further stated that an extensive 15-day drive will be launched in collaboration with the oil marketing companies to generate awareness among the people about PUC. The auhtority said the move is aimed to safeguard the environment. The PUC is also mandated under the Motor Vehicles Act, it said.
Sanjay Lath, general secretary of the Utkal Petroleum Dealers’ Association, said that they have also proposed to the STA to direct PUC providers to paste stickers on vehicles of those who have obtained a valid document. “This will help the staff at fuel stations to quickly find out the document holders,” Lath said.
For people having confusion regarding pending e-challans posing a hindrance in getting the PUC, the authority clarified that the condition would apply to e-challans which are pending for 90 days or more. For challans pending for less than 90 days, there is no restriction on getting the PUC.
The clarification came amid people gathering at RTO offices since they were allegedly denied PUC for pending e-challans. The advisory also said that discounts are being provided on pending e-challan payments under the one-time settlement (OTS) scheme, a move to encourage people to clear their dues.
The authority further said that for online e-challan payment, people can also visit the website: https://echallan.parivahan.gov.in. STA also cautioned the people to trust only genuine and registered pollution testing centres. This can be checked at https://puc.parivahan.gov.in/puc/views/PUCCenterList.xhtml.
Additionally, the athority said that considering public interest, a decision has been taken that those who violate pollution norms and have not been issued a challan earlier should get their vehicles checked within seven days of issuance of the challan and submit an application with a valid certificate to the STA office.
