The Election Commission of India (ECI) on Monday announced the launch of the all-India Special Intensive Revision (SIR) of electoral rolls, marking the ninth such exercise since Independence and the first in 21 years. Addressing a press conference, chief election commissioner Gyanesh Kumar said Phase-II of the SIR will be conducted across 12 states and Union Territories—Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, and Telangana—covering nearly 51 crore voters.
The process will involve 5.33 lakh Booth Level Officers (BLOs) and over 7 lakh Booth Level Agents (BLAs) from political parties. Training and printing activities will begin immediately, with BLOs visiting every household thrice during the enumeration phase from November 4 to December 4. Draft rolls will be published on December 8, with claims and objections accepted till January 8, 2026, followed by hearings up to January 31. Final electoral rolls will be published on February 7, 2026.

He also stated that in states undertaking SIR, voter rolls will be frozen at midnight and pre-filled Unique Enumeration Forms will be distributed. The 2002–04 voter list will be available online for verification. Kumar added there is “no confrontation” with the West Bengal government over the SIR, asserting the Commission is performing its constitutional duty while states will fulfil theirs.
