Delhi moves from 'Achiever' to 'Exemplar' category in LEADS 2025
NEW DELHI: Delhi chief minister Rekha Gupta on Saturday said that the national capital has secured a place in the highest 'Exemplar' category in the Logistics Ease Across Different States (LEADS) 2025 Index, marking a major jump from its earlier 'Achiever' status.
According to a press release issued by the Chief Minister's Office (CMO), CM Gupta described the achievement as a matter of pride for Delhi, stating that it reflects the state government's sustained efforts to strengthen logistics infrastructure, improve multimodal connectivity, enhance ease of doing business and promote technology-driven governance.
The release also stated that the chief minister informed that the LEADS Index evaluates states and Union Territories on key parameters such as logistics infrastructure, logistics services, regulatory environment, digital integration, sustainability, and stakeholder perception. In this index, states and UTs are categorised into four groups: Exemplars, High Performers, Accelerators, and Growth Seekers, with 'Exemplar' being the highest category.
Making consistent progress, Delhi has moved up from the 'Achiever' category in LEADS 2023 and 2024 to achieve the top position in the country this year.
The chief minister said the Delhi Government has prepared a City Logistics Plan under the PM Gati Shakti scheme, which has already been approved and will be notified soon. The plan aims to streamline urban freight movement, strengthen last-mile delivery systems, and improve overall logistics management in the capital.
Out of 46 mandatory layers on the PM Gati Shakti portal, 38 have been successfully integrated. Additionally, 317 extra layers have been added. This has strengthened coordinated infrastructure planning and project implementation among various departments, as per the release.
Addressing the Delhi Single Window System, the chief minister said that through the system, the process for clearances and permissions related to logistics and industrial investment has been made simple and fast.
Meanwhile, via the Unified Logistics Interface Platform (ULIP), API-based real-time monitoring and data exchange facilities have been developed, establishing better coordination among various logistics stakeholders.
Under the 'Pothole-Free Road' campaign conducted by the Public Works Department (PWD), significant improvements have been made to Delhi's main and internal roads. Furthermore, the operation of the country's first Regional Rapid Transit System (RRTS) Namo Bharat corridor, has strengthened passenger and freight connectivity between Delhi and its surrounding regions.
The release further mentioned that the Phase-IV expansion of the Delhi Metro, which includes the Dwarka Expressway link, has given new momentum to multimodal urban transport in the capital.
Simultaneously, critical economic corridors like the Urban Extension Road-II (UER-II) and the Delhi-Dehradun Expressway are being developed, boosting freight transport and regional connectivity.
The release stated that Delhi's performance in digital governance systems has also remained above the national and Union Territory average, reinforcing its position as a leading logistics hub.
