Should the Maharashtra government be more proactive in protecting the state's water resources?

With work underway by neighbouring states to divert water from rivers flowing into Goa, fears have been expressed that the tiny state will face water shortage problems in the near future. Some Goans believe that the successive governments have done precious little to resolve the issue.
