VIJAYAWADA: The state govt has made field visits mandatory for senior officials from the level of special chief secretaries to district collectors to ensure effective implementation of welfare and development programmes at the grassroots level. State IT, electronics and communications secretary Bhaskar Katamneni explained the new monitoring framework during the district collectors’ conference on Friday.
The state govt made it clear that special chief secretaries, principal secretaries, secretaries must spend at least three days every month on field visits, while heads of departments (HoDs) are required to undertake six days of inspections. District collectors have been directed to spend a minimum of eight days every month in the field reviewing govt programmes and public service delivery systems, said Bhaskar. The initiative aims to directly assess the implementation of welfare schemes, evaluate the efficiency of service delivery mechanisms, resolve public grievances at the grassroots level and strengthen administrative accountability at district and mandal levels.
Bhakar said the new system has been designed to help the administrative machinery directly understand public issues and take immediate corrective action wherever necessary. To make inspections more targeted and result-oriented, the govt is introducing an RTGS-based “Smart Visit Scheduling” system. Under this mechanism, areas receiving poor public feedback or recording low Key Performance Indicators (KPIs) in the RTGS Lens platform will be automatically identified by the system, said Bhaskar. Concerned officials will then receive alerts recommending field visits to those locations. “The govt believes this technology-driven approach will help officials focus on weak-performing regions and address service delivery gaps more quickly,” said IT secretary.
During field inspections, officers will review implementation of welfare schemes, interact with beneficiaries, assess quality of public services, examine local issues and gather direct public feedback. The officials will also be required to upload detailed inspection reports onto a dedicated RTGS online portal. The reports must include visit dates, names of villages or towns inspected, issues identified, action taken and follow-up measures proposed. Bhaskar said every report uploaded onto the portal would carry a timestamp to ensure transparency and accountability.
