Land & lease hurdles stall launch of new KVs in state

Patna: The rollout of new Kendriya Vidyalayas in Bihar remains largely stuck in bureaucratic procedures, delaying the implementation of a major expansion plan in the education sector. Although the state govt and the Kendriya Vidyalaya Sangathan (KVS) had planned to begin academic sessions in 19 new Kendriya Vidyalayas from the 2026-27 session, progress on the ground has remained slow.

So far, only one Kendriya Vidyalaya has become operational from a temporary building, while the remaining 18 continue to remain entangled in issues related to land transfer, lease formalities and administrative approvals.

According to sources in the Kendriya Vidyalaya Sangathan, the admission process has already started at the temporary campus located near the upcoming AIIMS in Darbhanga, making it the first among the newly sanctioned schools to become functional. Sources further said land for the Kendriya Vidyalaya has also been made available at Kolhanta Patori in Darbhanga.

For the remaining schools, the process of land transfer and execution of lease deeds is still underway in the respective districts. Officials said continuous coordination is being carried out at the administrative level to complete the pending formalities and ensure the schools become operational at the earliest.

KVS sources said the headquarters has issued clear instructions to start all the sanctioned schools from the current academic session itself. However, delays in land availability, identification of temporary buildings and completion of official procedures have slowed down the implementation process across the state.

The Centre had approved the proposal to open 19 new Kendriya Vidyalayas across 16 districts of Bihar in Oct 2025. Though land parcels for these schools have already been identified, the transfer process is yet to be completed in most locations. Initially, classes from Grade 1 to Grade 5 are proposed to begin in the new schools. Once all the sanctioned Kendriya Vidyalayas become functional, the total number of Kendriya Vidyalayas in Bihar will rise to 72 from the existing 53.

Earlier, the chief secretary of Bihar had also held a review meeting through video conferencing with officials of the Kendriya Vidyalaya Sangathan and the district magistrates concerned. During the meeting, emphasis was laid on expediting the completion of land lease deed formalities and arranging temporary buildings to ensure the schools begin operations without further delay.

As per the approved proposal, two new Kendriya Vidyalayas each are to be opened in Patna, Nalanda and Madhubani districts. Besides this, one Kendriya Vidyalaya each has been sanctioned for Munger, Purnia, Darbhanga, Muzaffarpur, Bhojpur, Gaya, Bhagalpur, Kaimur, Madhepura, Sheikhpura and Arwal districts. In addition, special Kendriya Vidyalayas have been proposed for the Indo-Tibetan Border Police (ITBP) in Katihar and the Sashastra Seema Bal (SSB) in Sitamarhi.
