The Fodder Scam was a corruption scandal involving the embezzlement of about Rs 9.4 billion from the government treasury of Bihar. Among those implicated in the theft and arrested were then chief minister Lalu Prasad Yadav, as well as former chief minister, Jagannath Mishra. The scandal led to the end of Lalu's reign as chief minister. There is also allegation on Shivanand Tiwari of receiving Rs 1.60 crore from S N Sinha. The theft spanned for many years, and allegedly involved numerous Bihar state's administrative and elected officials across multiple administrations of the Indian National Congress and the Janata Dal parties. The corruption scheme involved the fabrication of "vast herds of fictitious livestock" for which fodder, medicines and animal husbandry equipment was supposedly procured.
Although the scandal broke in 1996, the theft had been in progress, and increased in size, for over two decades. As of May 2013, the trial has completed in 44 cases out of a total of 53 cases. More than 500 accused have been convicted and awarded punishments by various courts. The Supreme Court revived the case against Lalu on May 8, 2017.
The special CBI court on November 22, 2017 convicted former Jharkhand chief secretary, Sajal Chakraborty, to five years’ imprisonment in connection with the scam. He was also charged with a fine of Rs 4 lakh. Chakraborty was found guilty of accepting a laptop for remaining quiet when the funds were misused and he was the deputy commissioner of Chaibasa district in Jharkhand.
The third case involves the illegal drawing of Rs 33.67 crore from the Chaibasa treasury against an allocation of Rs 7.10 lakh in 1992-93. Yadav was named as the main conspirator by the CBI. As of January, 2018 Lalu is serving a jail term in the second fodder scam case, has been convicted in a third.
