Step 1: Unlock the Processor Blueprint

To get started, you must build a Processor in your base using the Habitat Builder present in Subnautica 2. If you have not unlocked the same, you need to scan one to acquire it as a blueprint. You can find a Processor in the Old Habitat about 350 meters to the north of the Lifepod, where NOA will actually send you to find Quaker's black box.
Alternatively, you can also end up finding the Processor blueprint inside the Cicada Shipwreck, which is located to the southwest of the Lifepod. Near the ocean floor, you will find the broken building, and it features several other scannable objects.
