LTT like CST is an important train terminus and a soft target for terrorists and local goons. The teeming humanity at this terminus, like others in India, makes policing particularly difficult. But you don't see any proactive policing. The security guards posted at the site are not in an "on-guard" position. The criminal at LTT was a history sheeter and his presence in the terminus should have been noted and he should have been promptly evicted from the station. Authorities can provide special public buses and vehicles for ladies only and provide women security guards in them. Have special helpline numbers , install CCTV cameras. The MNCs also should provide its own transport for drop facility especially for women and especially for night time.
