Should cleanliness drives be incentivized to encourage people?

Civic hygiene can't be ensured without public participation. Bapu was responsible for recognizing and acting on this truth. He was the one who suggested an award for motivating neighbourhoods to stay clean.

While cleanliness should be a character which we should be inculcated right from the beginning, our upbringing of care for myself, don't care for environment/others is reflected in the way we leave toilets wet and dirty, the casual attitude of throwing things on to the street instead of the bin, our incompetence in segregating waste for easy disposal etc. Till we have the mindset change of ensuring that we have to take the first step to clean our country, we need to have a singapore type policy of incentives and fines to bring people in line. In emergency rule, everyone used to dump the garbage in bin, but once removed the bin was empty and garbage lying outside.

In India, the truth behind hygiene-non-touchability is intentionally being hidden from common man. Since ages Indians practised hygiene which prevented so many infectious diseases. Ministry of health under successive corrupt governance of Khan-Jesgress has intentionally withheld the information about Microbes that cause infectious diseases though millions of innocent citizens are getting killed by such newer microbes which are multidrug resistant and the entire population of India is at great risk. Common man in India does not know or have not seen microscopic organisms. Throw Khan-Jesgress out of Hindustan. Establish microbe museums all over the country and see the difference.

carrot and stick approach is needed to train the people who are habituated since birth to keep clean only their home and dump dirt outside their home on streets or any public place that they wont have to clean like cinema hall, garden, roads, trains, buses, railway stations, bus stations and all public places.

Half of the Indian population is illiterate and poor. The cleanliness consiousness is still not prevalent among them. Hence some incentive for such people will encourage them to participate in cleanliness drive. Over the years when the poverty is reduced and awareness is increased, incentives can be withdrawn and in its place penalty can be introduced for those who defy the norm.

It is almost saying you will be incentivized if you eat. Cleanliness is basic civic obligation. A dog also cleans a place with its tail before sitting.
