State to create central database for urban works, says deputy CM
Patna: In a major step to enforce quality, timeliness and transparency in urban infrastructure projects, the state govt will soon establish a detailed, centralised database covering every agency and contractor involved in executing civic works across the state. The announcement was made by Deputy CM and urban development and housing minister Vijay Kumar Sinha during a high-level review meeting on Friday. The database will serve as the backbone for real-time monitoring. It will systematically record key details for each agency, including available manpower, the precise nature and scope of assigned projects, committed timelines, and their track record on quality and delivery.

The deputy CM warned that any agency repeatedly failing to complete work within stipulated deadlines or maintain prescribed standards would face immediate and stringent departmental action. He stressed that delivering transparent, high-quality and accountable urban services remains the government’s top priority.Sinha acknowledged that the department receives a large number of complaints and representations regarding deficiencies in urban amenities.
“While many are legitimate, some appear motivated by political considerations or vested interests. To filter out frivolous or mala fide grievances and ensure speedy redressal of genuine issues, the govt is setting up a dedicated grievance cell,” he said.Under the new system, complainants will be required to provide their full name, address and credible supporting evidence. Only verified, evidence-based complaints meeting these criteria will be taken up for prompt action in accordance with the rules. The minister described orderly and accelerated urbanisation as a key driver of Bihar’s progress. He linked the initiative to the national vision championed by PM Narendra Modi for clean, healthy and citizen-friendly cities, and to CM Nitish Kumar’s focus on ‘ease of living’ under Saat Nishchay-3.He made the govt’s position unequivocal: “On the core values of quality, transparency and accountability in urban services, there will be no compromise whatsoever.”
