Certified land records to be issued only online from today: Deputy CM
Starting January 1, 2026, Bihar will transition to a fully digital land revenue record system, giving legal validity to online documents. In a progressive move, urban residents can now obtain genealogy certificates. The state is also launching 'Operation Bhumi Dakhal Dehani,' targeting 100% land rights for SC/ST communities, with set deadlines for resolving land cases.
Patna: Deputy CM Vijay Kumar Sinha on Wednesday said from Jan 1, 2026 certified copies of land revenue records will be available only online.He said the system of making available physical copy has been abolished, and digitally signed online copies will be given full legal recognition. Records that are not currently available online will also be brought online in a phased manner.He said with a view to resolving the long-standing problem of issuing genealogy in urban local body areas, circle officers (CO) will now issue this in municipal corporation, municipal council, and nagar panchayat areas as well. In this regard, a joint legal initiative was taken by the revenue and land reforms department and the urban development and housing department, which was implemented after consultation with the advocate general, Bihar, on Dec 18.While addressing a gathering at the land reforms social welfare dialogue in Saharsa on Wednesday, Sinha said, “Operation Bhumi Dakhal Dehani” was launched to ensure 100% possession of allotted land to SC/ST receipt holders. Under this, a goal has been set to provide speedy justice to all eligible receipt holders and ensure their rights.”He further said clear timelines have been fixed to eliminate delays in disposal of ‘Parimarjan Plus’ cases.
Execution will be ensured within 15 working days for clerical errors, 35 working days for technical revenue errors, and a maximum of 75 working days for complex cases. Similarly, the ‘Parivarik Bantwara’ portal was launched to simplify family partition, through which all shareholders’ names can be mutated separately on a single application.He said that a special campaign is being run till Jan 15 by organising camps for the execution of all old mutation and Parimarjan Plus cases.“Instructions have been given to all employees to work six days a week from 9am to 9pm. For resolution of land disputes, public hearings will now be held at the circle office instead of the police stations every Saturday, which will be monitored by DM-SDM, SP, and DSP,” Sinha said.The deputy CM said to strengthen the revenue system at ground level, revenue employees will now sit in their panchayat instead of the circle. To make the ‘e-maapi’ (measurement) system more transparent, instructions have been given to upload video, photo, and the measurement report online on the same day after measurement.“Immediate action will be taken to suspend incorrect ‘jamabandi’ of govt land, and land banks will be created in all districts to accelerate development work. Strict instructions have been given to identify elements who complicate matters based on fake documents and file criminal cases against them,” Sinha added.
