Telangana govt preparing guidelines for revision of land values
Hyderabad: A day after the cabinet sub-committee on resource mobilisation asked the registration department to revise land values for property registrations, the registration and stamps (R&S) department has decided to prepare guidelines for revision of market values. Sources said the state govt is yet to take a decision on whether to revise land rates in the entire state or only in the limits of Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC) and Malkajgiri Municipal Corporation (MCMC).Since there was a huge gap between the present govt land values and the prevailing market rates, govt is planning to increase the land values between 30% and 50% in some areas. Official sources said the R&S department, which had earned 15,200 crore revenue in the 2025-26 fiscal, is likely to get an additional 2,000 crore if the land rates are revised.In the realty hotspot Kokapet, developers have been selling flats for 12,000 per square foot (sft), while govt registration value was 3,000 per sft, and the situation in Gachibowli and Madhapur was similar, where govt land values for registration were between 3,000-4,500 per sft.
Similarly, in Bachupally, for flats, the govt registration value is 2,000 per sft, whereas builders have been charging even up to 7,000 to 8,000 per sft. In Mokila too, govt rate for apartment registration is 2,000 per sft. For open plot registrations, the prevailing market rate is a minimum of 1 lakh to 2 lakh per sq yard in Kokapet and Financial District, while govt rate is 13,500 in the residential areas and 23,800 per sq yard for commercial properties. In Bachupally, the registration value for residential properties is 12,600, while the market rate is 70,000 to 80,000, depending on the locality.In some areas like Ghatkesar and Rampally, govt market value for flat registration is 2,000, where the hike might be minimal. Govt might reduce rates in some core areas of the city like Srinagar Colony and Chirag Ali Lane, Abids, where the registration values are much higher than current hotspots Gachibowli and Madhapur.Govt has been mulling revising the market values for the past one year, as the last revision was done in Jan 2022. The R&S department did some exercise last year to enhance property registration. However, it was put on hold as realtors and developers expressed their apprehensions that the move would further impact the real estate market, forcing it to keep the proposal in abeyance.
