Mizoram CM presents Rs 17,076cr budget for ’26-27, focuses on infrastructure & healthcare
Aizawl: CM Lalduhoma, who also holds the finance portfolio, presented Mizoram’s gross annual budget for 2026-2027 fiscal, amounting to Rs 17,076.92 crore, sans proposal for new taxes or increases in the rates of existing taxes, in the state legislative assembly on Thursday. He also presented the supplementary demand for grants for the 2025-2026 financial year, amounting to Rs 3,724.25 crore.
According to the budget for the 2026-2027 fiscal year presented by the CM, the total revenue expenditure of Rs 14,094.47 crore has been projected, which is 82.53% of the total budgetary estimate.

“The escalation in revenue expenditure is also attributable to increase in administrative expenses such as power purchase commitments, maintenance of core infrastructure such as roads, govt buildings, and water supply systems, and servicing of interest on public debt,” Lalduhoma said.
He further said the enhanced provision under salaries reflect annual increments and the increase in dearness allowance/dearness relief. Pensionary expenditure has witnessed a rise due to the revision and fixation of pensions under the first formulation for pre-2016 pensioners. There is 13.81% rise over the amount estimated in 2025–26 budget estimates.
The total disbursement under capital expenditure for the year 2026-27 budget estimates is estimated to stand at Rs 2,982.44 crore which accounts for 17.46% of the gross total estimated expenditure for 2026-27.
The CM said a total of Rs 350 crore has been allocated for implementation of the state govt’s flagship programme — Bana Kaih (handholding) scheme of which allocation of Rs 150 crore under a detailed head of “Thlaithar leina under handholding scheme” (for purchase of selected cash crops) has been provided.
He said he allocated Rs 80 crore for MLA Local Area Development Fund for 40 legislators while an amount of Rs 43.25 crore has been allocated for 2026-27 to the State Road Fund Board, public works department, from funds collected through the road maintenance cess during the current financial year. This is in addition to the normal road fund board budgetary allocation of Rs 40 crore.
“The total allocation of fund for road maintenance during 2026-2027 is Rs 183.25 crore,” he said.
Furthermore, he said Rs 130 crore has been allocated for payment of healthcare bills under the Mizoram Universal Health Care Scheme (MUHCS) implemented in a cashless mode while there will be additional fund of Rs 50 crore from contribution by the govt employees and interests on corpus fund. He also said Rs 100 crore has been allocated for state priority projects.
For the implementation of various central schemes, Rs 250 crore has been allocated for the state matching share (SMS)/counterpart funding, he said.
“A token provision of Rs 1,000 crore is allocated for 2026-2027 fiscal under Special Assistance to States for Capital Investment (SASCI). However, in the absence of new guidelines we do not know the exact amount we will be able to avail and the amount may increase or decrease after the new guidelines are formulated,” the CM said.
