Saru Rana impleaded in VC’s petitions

CHANDIGARH: The Punjab and Haryana High Court on Monday allowed Saru Rana, a student of the fine arts department of the Punjabi university, Patiala and Dr Harvinder Singh Bhatti, a reader in the department of sociology of the university, to be impleaded as party in the writ petition filed by Dr. Jasbir Singh Ahluwalia vice-chancellor of the Punjabi University.

the division bench comprising justices g.s.singhvi and m.m.kumar ordered the two to be made a party to the writs since dr. ahluwalia''s two petitions now pending in the high court owe their origin to the complaints of ms saru rana and dr harvinder singh bhatti for alleged attempt to rape and alleged attempt to murder respectively. the orders followed the plea made by the counsels for saru rana and dr bhatti in this respect. as directed by the justices singhvi and kumar at the time of last hearing , a status report on the progress of investigation so far done in the fir registered on the complaint of ms saru rana, a resident of phase vii, mohali, district ropar, prepared by anil kaushik, inspector-general of police, patiala range overseeing the investigation, who also was present in the court, was submitted. however, the report of the ig was ordered to be kept in a sealed cover and the punjab advocate-general was also directed to retain the remaining copies of the report and to ensure that it was not made public so that investigation was not prejudiced in any manner. an affidavit was also submitted by paramraj singh umranangal, senior superintendent of police, patiala, but the counsel for dr jasbir singh ahluwalia sought time to study the same and in the light of the joint request of the counsels for the petitioner and the respondents, the further hearing in the matter was adjourned to april 11. earlier, the court also observed that the vice-chancellor dr ahluwalia was forfeiting his right by going to the press despite categorical directions of the court against doing so to both the parties.
