Northern California residents braced for another round of powerful storms this week after flooding from a New Year's Eve deluge killed one person, washed away a section of a levee system that protects rural farmland and flooded countless homes and businesses. A weather phenomenon known as an "atmospheric river" dumped 5-and-a-half inches of rain in San Francisco, the city's second-wettest day on record. It also left a foot of snow in the Sierra Nevada mountains. On Sunday rescue crews found one person dead inside a submerged vehicle near Highway 99 in Sacramento County.
