Head on over to the Tokyo Metropolitan Government Building.At 243 m (nearly 800 ft), this dual-towered beast is the third tallest building in Tokyo, even taller than Roppongi Hills Mori Tower, and the seventh tallest building in all of Japan. However, the best part is the dual observation decks on the 45th floor, just three stories short of the top. They are completely free! If you are traveling on a budget and cannot afford to waste the 2,000 yen entrance fee to Tokyo Tower or the Tokyo Skytree, the Metropolitan Government Building should be on your list for sure!
