The high court of Bombay at Goa on Monday asked the state government to clarify what it means by "liberal tourism".
The state government is seeking to permit entry to all fully vaccinated persons without a Covid-19 negative test certificate and attached the decision of the State's latest Expert Committee which decided that "liberal tourism should not per permitted under the present circumstances". In the same meeting, the Expert Committee unanimously agreed to permit entry to all fully vaccinated persons into the state without a Covid-19 negative certificate, provided 14 days have passed after their second dose.
