Patna: Governor-cum-chancellor Syed Ata Hasnain on Friday directed the state higher education department and the
Bihar State University Service Commission (BSUSC) to make necessary amendments in the process of recruitment of assistant professors with a view to ensuring transparency in selection of candidates. He directed the authorities concerned to evolve such a system that appointments are expedited without delay and the selections are made without any controversy. It must be ensured that only qualified and competent candidates are selected as assistant professors, he said.
Reviewing the process adopted by the higher education department and the BSUSC in appointment of assistant professors in different universities of the state at Lok Bhavan here, the governor directed the officials to constitute a committee of experts to study all the criteria being adopted by other states for ensuring right selection of teachers. All the details of the selection process, methods of recruitment, relevant Acts and statutes and the age limit of candidates should be studied minutely by the committee members so that the innovations of other states could also be adopted for the universities of Bihar, the chancellor observed.
Nearly 12,000 assistant professors in 52 subjects under 13 conventional universities are likely to be appointed soon.
Earlier, making a presentation on the process of appointment before the chancellor, the officials pointed out that the proposed draft envisages appointment though a combined written test and personal interview, with the maximum age limit for the applicants being 45 years.
The chancellor also directed that in the process of assistant professors’ appointment, the verification of certificates and documents must be expedited at the earliest. The responsibility of timely completion of certificates’ verification would rest with the appointing authority, i.e., the vice-chancellor of the university concerned.
Hasnain also directed the universities to implement uniform academic calendars (including examinations) for all the state universities. He further directed that a workshop should be organised for formulation of annual budgets of all the universities so that the latter may submit their budgets to the govt on time.
Besides the chancellor, the review meeting was attended by principal secretary to the governor Deepak Kumar Singh, BSUSC chairman Girish Kumar Chaudhary, higher education department’s secretary Rajiv Raushan and higher education director N K Agrawal.
