Centre urged to release 3k-crore pending funds
Patna: The state govt admitted that construction of 9.16 lakh housing units under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) has been delayed because it could not open a single nodal account (SNA) on time.
Replying to JD(U) MLA Manjit Singh during the Question Hour on the seventh day of the budget session on Wednesday, rural development minister Shrawan Kumar admitted that the govt failed to establish the nodal account within the stipulated time frame.
The minister said the Centre released Rs91 crore in Jan, which was distributed among the PMAY-G beneficiaries without an SNA.
“We have urged the Centre to release Rs3,000 crore, which we can distribute to the beneficiaries without SNA,” he added.
The SNA is a major reform initiated in 2021 with regard to the manner in which funds for centrally sponsored schemes (CSS) are released, disbursed and monitored.
Initially, Jan 31 was the deadline for creating this account, but the process failed to be completed on time. The state govt has now requested additional time from the central govt until March 31.
“The state govt is in the process of creating its own SNA at the earliest. By the time the SNA is created, I have written to the Centre to release Rs3,000 crore so that the state govt can distribute the fund to the eligible beneficiaries before March 31,” the minister informed the House.
The state govt has received approval to release funds for the construction of more than 12.08 lakh pucca houses under the PMAY-G, the minister said.
“So far, the state has provided the first instalment to 11.35 lakh beneficiaries. Around 72,492 beneficiaries are still waiting for the payment of the first tranche. Around 9.16 houses are to be completed in the state under the PMAY-G,” the minister said.
Replying to another question by Rashtriya Lok Morcha (RLM) MLA Snehlata regarding the dress and identity cards for Jeevika didis, minister Shrawan said the community organisations issue the cards and provide dress code.
Responding to a question regarding the status of tubewells in panchayats, minister Santosh Suman said there were 3,304 defunct tube wells and an amount of Rs75.23 lakh has been sent to the panchayats for the repair of 2,477 of them.
BJP MLA Jibesh Kumar demanded a raise in compensation amount to Rs10 lakh for the mukhiyas and three-tier panchayat representatives who die in road accidents. Panchayati raj department minister Deepak Prakash assured him to consider his demand.
