Nagpur’s Mahila Raj moment: BJP hands civic power to women across committees
Nagpur: In a first-of-its-kind political experiment with clear national overtones, the city's civic power structure turned decisively pink. Riding on its brute majority in the 151-member Nagpur Municipal Corporation (NMC), the Bharatiya Janata Party (BJP) ensured that women will head every major committee, including the powerful 16-member standing committee that controls the civic purse strings.Notably, in the 151-member house, 78 women corporators were elected across party lines—BJP, Congress, AIMIM, IUML, Shiv Sena (UBT), Shiv Sena (Shinde), BSP and the NCP (Ajit). The unprecedented number signals a structural gender shift in the civic body. Interestingly, two of these women were elected from general (unreserved) seats, defeating male contenders—a rare feat in the city's municipal politics.
At a specially convened general body meeting on Tuesday, the ruling party secured 11 of the 16 seats on the standing committee and formalised an all-women leadership line-up for key panels. With both the mayor and deputy mayor already women, the BJP is projecting the development as the advent of "Mahila Raj" in Nagpur—a governance model the party may amplify in its broader political messaging.Shivani Dani was appointed chairperson of the standing committee, widely regarded as the financial nerve centre of the corporation. Mangala Khekre was elected chairperson of the transport committee, which oversees city bus operations and related infrastructure.All 11 BJP members nominated to the standing committee are women corporators—a move party leaders claim is unprecedented in the civic body's history. The decision gives women direct control over budget approvals, tenders, and major expenditure proposals.The composition of the standing committee reflected the BJP's numerical dominance. Based on weightage points, the BJP secured 11 seats (10.81 points), while the Congress–Uddhav Thackeray faction, operating under the Nagpur Vikas Aghadi banner, got four seats (3.81 points). The AIMIM and Indian Union Muslim League (IUML) joined hands to form the Muslim Bahujan Vikas Aghadi and secured one seat (1.06 points), represented by Aslam Khan.In the transport committee, the BJP obtained eight seats, Nagpur Vikas Aghadi three, and Muslim Bahujan Vikas Aghadi one, with Khekre assuming charge of the panel.The gender shift extends beyond these two committees. All 10 special committees of the corporation will now be chaired by BJP women corporators, consolidating the party's hold over both financial and policy decision-making arms of the civic body.Politically, the move allows the BJP to consolidate its majority while crafting a strong women-centric narrative. By placing women at the helm of finance, transport, and special committees, the party blended symbolism with structural authority.Experience Shapes Opposition StrategyWhile the BJP dominated the committees, developments within the opposition also stood out. AIMIM, which opened its civic account with 6 first-time corporators, lacked experience in navigating the corporation's procedures. In contrast, IUML's 3-term corporator Aslam Khan brought institutional familiarity and committee-level exposure.Though IUML was not independently eligible for representation under the initial formula, Khan aligned with AIMIM to alter the arithmetic. The alliance enabled him to secure a berth in the Standing Committee, with AIMIM backing its seasoned ally over a first-time entrant.
