CM pushes tech overhaul of registry offices, seeks transparent, citizen-centric services

Lucknow: Chief minister Yogi Adityanath on Monday directed a comprehensive overhaul of the stamp and registration department, calling for registry offices to be transformed into transparent, technology-driven and citizen-friendly centres on the lines of Passport Seva Kendras.

Chairing a review meeting, the chief minister said registry offices interact with nearly 2.4 crore people annually and must be modern, efficient and focused on public convenience. He asked officials to introduce help desks, token systems, queue management, improved waiting areas and dedicated facilities for women and children.

Highlighting the department’s growing importance, officials informed that revenue has nearly tripled over the past decade — from Rs 11,613.84 crore in 2016-17 to Rs 32,598.49 crore in 2025-26 — while registered documents rose from 28.25 lakh to more than 49.34 lakh. The chief minister stressed that service quality must match revenue growth.

He pushed for faster adoption of digital systems, including paperless registration, Aadhaar-based authentication, biometric verification, online document scrutiny and AI-driven processes. Geo-tagging of properties and digitisation of records were also emphasised to improve transparency and curb fraud.

Adityanath also called for a standardised property valuation system to ensure uniformity, prevent stamp duty evasion and reduce disputes.

Noting the state’s rapid economic growth, the chief minister directed simplification of legal provisions related to corporate restructuring, LLPs and real estate transactions under RERA. He asked officials to study best practices and develop a clear, updated framework to boost investor confidence, streamline processes and strengthen ease of doing business while safeguarding revenue.
