NGT seeks replies, forms panel over solid waste rule violations in Raj
Jaipur : The National Green Tribunal (NGT) on Wednesday issued notices to the Rajasthan govt and other authorities over alleged non-compliance of the Solid Waste Management Rules, 2026, while constituting a joint committee to examine lapses and ensure enforcement.
Hearing the case of Sneha Chaturvedi vs State of Rajasthan & Ors., the Central Zone Bench termed the matter a “substantial issue of environmental concern” and directed that notices be issued to the respondents, returnable within four weeks.
The Bench, comprising Justice Sheo Kumar Singh and Expert Member Sudhir Kumar Chaturvedi, further directed that replies be filed within six weeks through the e-filing portal.
The applicant, through counsel Divya Prakash Pande, submitted that the Solid Waste Management Rules, 2026, which came into force on April 1, have not been effectively implemented across the state. The rules fix responsibility on bulk waste generators, and the plea highlighted gaps in enforcement.
As recorded in the order, “bulk waste generator” includes entities such as govt departments, local bodies, private companies, schools, hospitals, hotels, markets, transport hubs and residential societies, subject to thresholds such as generating over 100 kg of waste per day, having a built-up area of 20,000 square metre or more, or consuming 40,000 litre of water daily. The application stressed that such entities are responsible for proper disposal and management of solid waste.
Taking note of the submissions, the Tribunal observed that it was “just and proper to call a report” and constituted a joint committee comprising representatives from the State Urban Development Department, the Rajasthan State Pollution Control Board and the Central Pollution Control Board.
The panel has been tasked with examining compliance, suggesting remedial measures and submitting a factual as well as action taken report within six weeks. The Rajasthan State Pollution Control Board has been designated as the nodal agency for coordination and logistical support.
The applicant has been directed to serve documents to all concerned parties and file proof of service. The matter is listed for further hearing on July 20, 2026.
