Manipur CM presents budget with focus on IDPs & devpt

Imphal: CM Yumnam Khemchand Singh on Monday presented the 2026-27 budget estimates with rehabilitation of internally displaced persons (IDPs), economic empowerment of women and improving connectivity, among others, as key focus areas.

The total receipts for 2026-27 budget are estimated at Rs 32,339 crore, while revenue receipts are estimated at Rs 23,102 crore and capital receipts at Rs 9,237 crore. A total expenditure of Rs 30,356 crore has been proposed for the budget estimates.




The CM, in his budget speech, said during the ensuing financial year, fiscal deficit is estimated at 2.07 % of the GSDP. During 2026-27, the total outstanding debt as a percentage of GSDP is projected at 39%.

Khemchand said the state’s own revenue collection is clearly on a growth trajectory and is estimated to have increased from Rs 2,087 crore in 2024-25 to Rs 2,887 crore in 2026-27, which is a growth of over 38% in just two years.

“With the improvement in the law-and-order situation in the state, there is considerable progress in the state in all aspects. For this, I would like to express my gratitude to the people of the state who understand that maintaining peaceful atmosphere is in everyone’s interest. I would also take this opportunity to express my appreciation of the enormous efforts put in by the Govt of India to restore normalcy in the state,” he said, while adding the Centre has assured all necessary support in the new financial year 2026-27 as Manipur continues on this road of peace and economic recovery.

Emphasising that the govt’s primary concern is expediting the rehabilitation and resettlement process of the IDPs, he said the Centre has extended considerable support and assistance in this regard.

“For the fiscal year 2026-27, all necessary support will be provided for the rehabilitation and resettlement of IDPs and an amount of Rs 734 crore has been provided in the budget for this purpose,” he said.

The CM said particular emphasis has been placed on strengthening connectivity, skill development, women entrepreneurship, tourism promotion, drinking water supply, irrigation systems, and urban and district headquarters infrastructure development, among other areas.

The 7th session of the 12th Manipur Legislative Assembly resumed on Monday, with members beginning proceedings by paying homage to 15 departed leaders and officials, including former Prime Minister Manmohan Singh, former Manipur governor La Ganesan and MLA Vungzagin Valte among others.

The session commenced on Feb 5, a day after Khemchand was sworn in after nearly a year of President’s rule. The House was later adjourned and reconvened on Monday to continue the budget session.

Meanwhile, at least six of the nine Kuki-Zo legislators attended the sitting virtually. Among them were deputy chief minister Nemcha Kipgen, MLAs Ngursanglur Sanate, Kimneo Haokip Hangshing, LM Khaute, Haokholet Kipgen and Letzamang Haokip.

Meanwhile, Manipur speaker Th Satyabrata said MLA Letpao Haokip, another Kuki-Zo MLA, had sought leave of absence during the budget session as he was ill. The House unanimously agreed to grant him the leave.
