Congress's special observer for Uttarakhand Mohan Prakash on Wednesday expressed confidence that his party will get a full majority in the state and that the elected MLAs will decide who will be the chief minister. The party has two prominent contenders - former chief minister Harish Rawat and leader of opposition Pritam Singh, and the former's supporters claim that he is the natural choice as Chairman of the Campaign Committee.

Uttarakhand exit polls: Majority in sight, CM Pushkar Singh Dhami says BJP will win more seats
Uttarakhand chief minister Pushkar Singh Dhami on Monday said that the Bharatiya Janata Party (BJP) will win more seats than predicted in exit polls. Most exit polls showed that the BJP, which is seeking a consecutive second term in office in the state, is heading for the majority. The Congress is also trying to make a comeback after being routed by the BJP in 2017.

Prakash, who held a meeting with leader of opposition Pritam Singh, contesting candidates and other senior members on Wednesday to chalk out the post-results strategy, further said that the "party was on its way to form governments in Punjab and Goa as well".

Party chief, elected MLAs to decide chief minister in Uttarakhand: Congress’s poll observer
A day before counting of votes, Congress poll observer Mohan Prakash exuded confidence that the party was on its way to form the next government in Uttarakhand. He added that "the Congress tradition would be followed while deciding the name of the chief minister."
Nautiyal also pointed out how voter turnout has been declining in the Himalayan state since 2012. Notably, the overall poll turnout was 66.85% in 2012, 65.56% in 2017 and 65.37 in 2022.

Anoop Nautiyal, president of the SDC Foundation, told TOI, “When we look at these details, we find that barring a few constituencies like Rajpur Road in Dehradun, the remaining ones, especially those in the hills, recorded polling by less than 70,000 voters. In almost 35 of the 70 assembly constituencies, the victory margin is likely to be slender.”

Similarly, a voter turnout between 60,000 and 70,000 was recorded in 11 constituencies -- two each in Nainital, Champawat and Chamoli, and one each in Pithoragarh, Pauri, Rudraprayag, Bageshwar and Dehradun.

A study by Dehradun-based social organisation, Social Development for Communities Foundation (SDC), has revealed that voter turnout was less than 50,000 on 12 seats -- four each in Tehri, Pauri and Almora districts. Besides, the turnout was between 50,000 and 60,000 in 12 constituencies -- three each in Uttarkashi and Pithoragarh, two each in Almora and Tehri, and one each in Chamoli and Rudraprayag.

With as many as 35 out of 70 assembly seats witnessing less than 70,000 people exercising their franchise, it is expected that only a few candidates would be able to secure a poll win with an overwhelming majority in Uttarakhand.
