CHANDIGARH: The Punjab govt suspended three officials of the water resources department following the collapse of two gates at the Madhopur Headworks on August 27, 2025.
The suspended officials are Executive Engineer Nitin Sood, Sub-Divisional Officer Arun Kumar, and Junior Engineer Sachin Thakur.
The headworks, located downstream of the Ranjit Sagar Dam on the Ravi River, experienced the gates' failure during a period of massive water discharge. It is suspected that the gates at the barrage were either jammed or non-operational and could not be opened in time to manage the flow, which exacerbated flooding in nearby areas of Pathankot and Gurdaspur, causing widespread damage to villages and agricultural land.
It is believed that 2.12 lakh cusecs of water was released from the Ranjit Sagar Dam, a volume the headworks was unable to manage. The 54 floodgates at the barrage were reportedly sealed after an "Operation Sindoor," to stop the flow of water to Pakistan, which is why they were non-operational at the time of the incident.
This action comes after the state govt issued a notice to a private firm that previously certified the gates as being in perfect condition.
Earlier, water resources minister Barinder Goyal announced that a formal probe had been ordered to determine the exact cause of the incident and to fix final responsibility.
On August 30, Goyal said that the private company engaged in 2024 to assess the structural strength of Madhopur headworks gates, “wrongly certified” them as capable of withstanding 6.25 lakh cusecs of water. However, the gates failed to manage even half the certified capacity, leading to their collapse and the tragic death of a department employee. “The grave lapse has not only exposed negligence but also worsened the crisis. A strict notice has been served to the company and punitive action is being initiated,” said the minister.
During the recent floods, the Ravi River saw an unprecedented surge, overwhelming its capacity and leading to severe flooding in downstream districts. The failure of a gate at the Madhopur Headworks on August 27 further worsened the situation, as it contributed to a massive water overflow that inundated villages and agricultural land in Pathankot and Gurdaspur.

Ravneet Singh has demanded the resignation of Punjab’s water resources minister, stating that merely suspending three officials is not enough. He asserted that both the chief minister and the minister must be held accountable for gross negligence in preparing for the floods in Punjab.
