Privilege committee’s tenure extended without discussion, Cong walks out
Chandigarh: The first day of the Haryana assembly's winter session passed off largely smoothly but ended on an abrupt note, with opposition Congress MLAs staging a walkout over the House approving an extension of the privilege committee probing an alleged incident of misbehaviour with party MLA Ashok Arora during a Thanesar municipal council meeting.
The Congress had demanded a discussion on the incident report, but speaker Harvinder Kalyan said deliberations would take place only within the committee. Committee chairman Moolchand Sharma presented the report while seeking an extension of its tenure. When the House passed the proposal without discussion, Congress MLAs walked out.
The Congress also moved a no-confidence motion, which was accepted by the speaker. Discussion on the motion will take place during the second sitting on Friday. Speaking to the media after the House adjourned, Congress MLA Bharat Bhushan Batra said the opposition wanted to place the government's failures before the public.
Asked why the Congress had brought a no-confidence motion despite lacking a majority, Batra said it was a mechanism to expose the government's failures and corruption. He also flagged "vote theft" as a major issue, alleging that the Election Commission was conducting intensive voter list revisions across the country and forcibly implementing them. On the walkout, Batra said the Congress opposed extending the privilege committee's tenure, alleging the government was attempting to shield someone.
Earlier in the day, the Assembly unanimously passed a resolution to commemorate the 350th martyrdom anniversary of Guru Tegh Bahadur.
Congress MLA Geeta Bhukkal and education minister Mahipal Dhanda were also engaged in a verbal duel over educational infrastructure during discussions, with Bhukkal alleging that her query had been inadequately answered.
Meanwhile, MLAs from Hisar district complimented the government and the chief minister for declaring Hansi as the 23rd district. INLD MLA Aditya Devi Lal Chautala sought details from the government on the parameters for elevation to district status, while cooperative minister Arvind Sharma reiterated the demand for granting district status to Gohana.

Farmers' interest paramount: CM
CM Nayab Singh Saini said the govt was considering the situation in flood-affected areas seriously. He said he personally visited affected regions and interacted with farmers. Regarding the removal of sand deposited in fields due to flooding, the govt has deployed teams to ensure that if excessive sand has accumulated in any field, permission for its removal will be granted, he said. "However, it was found that the sand deposition was not significant," he added. The CM was responding to a question by MLA Ram Karan about granting permission for the removal of sand deposited in fields due to floods.
Efforts on to improve water supply
Referring to drinking water in Rohtak, Saini said it was the utmost responsibility of the govt to ensure adequate drinking water for every citizen, and the govt was continuously working in this direction. In the same spirit, efforts are being made to ensure drinking water supply to every household in Rohtak as well, he added. The CM was replying to a question by MLA Bharat Bhushan Batra. Saini said for the construction of a reservoir, 16 acres of land belonging to the MC, Rohtak, was proposed to be transferred to the department concernedA pump on the Sonipat Road, which is not functioning properly, is being repaired and its capacity is being enhanced, he said.

On the first day of the winter session, a total of eight bills were tabled. These include The Haryana Shri Mata Mansa Devi Shrine (Amendment) Bill, 2025; The Haryana Shri Mata Sheetla Devi Shrine (Amendment) Bill, 2025; The Haryana Shree Mata Bhimeshwari Devi Mandir (Ashram), Beri Shrine (Amendment) Bill, 2025; The Haryana Antrarashtriya Gita Jyanti Mela Authority (Amendment) Bill, 2025; The Haryana Shri Kapal Mochan, Shri Badri Narain, Shri Mantra Devi and Shri Kedar Nath Shrine (Amendment) Bill, 2025; The Haryana Municipal Corporation (Amendment) Bill, 2025; The Haryana Panchayati Raj (Second Amendment) Bill, 2025; and The Haryana Municipalities Bill, 2025.
