HISAR: A local court on Tuesdy directed Hisar range IGP to find who botched up the probe into the murder of a policeman’s wife in 2020. On April 16, 2020, the case was registered at Hisar City police station in connection with the death of a woman named Rinku. Her husband, Vikram, gunman to then Jind DSP Kaptan Singh, was made the accused on the complaint of Rinku’s brother Vikas.

Discrepancies in the probe had cropped up when the case had reached court. While the police had claimed in its probe that the woman had been killed with blunt weapon, it had come out in the court that her postmortem examination revealed she had been shot. However, since then, police have not been able to find the gun or pistol used in the crime.

The court of additional sessions judge Amit Sehrawat has directed the IG to fix the responsibility of police officials in this case and find out if they had done it deliberately. The court also told the IG that in case the action was deliberate, a departmental inquiry and action againt the erring officials might not suffice. The IG has also been directed to ensure the submission of a final or conclusive report before this court on April 17, the next date fixed in the matter.

Senior Advocate Manmohan Rai, counsel for the complainant, informed the court on Tuesday that officers who investigated into the case initially had been indicted in the departmental enquiry. Later, DSP Abhimanyu Lohan was handed over the investigation, but he could not conduct a conclusive investigation over two years. On court orders, the then IG handed over the probe to ASP Pooja Vashisht on October 28, 2022.

She also submitted status reports to the court, but failed to file a conclusive report even after five months, he said. The court observed that “very surprisingly, once the medical board had given the opinion on February 1, 2021, that death of Rinku had been caused by firearm injuries, the investigating officer had sent the service pistol of the accused to Forensic Science Laboratory, Madhuban, only on March 1, 2023, after a period of two years”. “That should have been the first step of the investigation,” said the court.

Police suspect one Wazir Singh, whi is claimed to have provided a pistol to the accused, but he had not been asked to join the investigation yet, said the counsel. The court, citing a Supreme Court case, observed: “It’s all very well to paint justice blind, but she does better without a bandage around her eyes. She should be blind indeed to favour or prejudice, but clear to see which way lies the truth,” said the court.
