Cyclone Fengal Highlights: Puducherry declares holiday for schools, colleges amid heavy rain
Cyclone Fengal made landfall near Puducherry, the India Meteorological Department (IMD) reported. Coastal districts of Tamil Nadu, Puducherry, and parts of Andhra Pradesh are witnessing heavy rainfall and strong winds.
The IMD stated that the cyclone, located over the southwest Bay of Bengal, is moving west-northwestward at 7 km/h. As of 11:30 PM on November 29, it was approximately 210 km southeast of Chennai and 210 km east of Puducherry. Wind speeds of 70-80 km/h, gusting to 90 km/h, are expected during landfall.
Authorities have issued warnings for heavy to extremely heavy rainfall in coastal Tamil Nadu and adjoining Andhra Pradesh districts, including Nellore, Tirupati, and Chittoor. Coastal regions have already reported rainfall and wind speeds reaching 70 km/h.

The Tamil Nadu Fire and Rescue Services (TNFRS) rescued 25 individuals, including a dog named Jimmy, from hip-deep water in Chennai and its suburbs on Saturday.
The operation began after a distress call from Karanaipuduchery, Rajiv Gandhi Nagar 1st Street, at around 8.20am Fire Officer Karthikeyan and a 12-member team promptly responded, discovering that water from the Urapakkam lake had flooded several homes.
"Continuous rain led to water entering the locality. In one house, we found two elderly conservancy workers and their dog, Jimmy, who were safely rescued. Overall, we rescued five men, seven women, three children, and Jimmy from the area," said a TNFRS officer.

Cyclone Fengal Live: Cyclone Fengal crosses north Tamil Nadu and Puducherry coasts, expected to weaken into deep depression
Cyclonic Storm Fengal crossed the North Tamil Nadu and Puducherry coasts during the early hours of Sunday morning and is likely to continue moving west-southwestward, weakening into a deep depression within the next few hours, the India Meteorological Department (IMD) said. According to the IMD, the cyclone crossed the coast near Puducherry between 10:30 pm and 11:30 pm IST, with wind speeds of 70-80 kmph gusting up to 90 kmph.
"The Cyclonic Storm FENGAL crossed North Tamil Nadu & Puducherry coasts near latitude 12.05°N and longitude 79.9°E, close to Puducherry, between 2230 hrs IST and 2330 hrs IST yesterday, the 30th November as a cyclonic storm with wind speed of 70-80 kmph gusting to 90 kmph. It lay centred at 2330 hours IST yesterday, the 30th of November over north coastal Tamilnadu & Puducherry near latitude 12.0°N and longitude 79.8°E, close to Puducherry. It will continue to move west-southwestwards slowly and weaken gradually into a deep depression during the next 3 hours," IMD wrote on X.
The official statement added that residents in the affected areas have been advised to remain indoors and follow all instructions from local authorities to ensure their safety.
Meanwhile, people living in nearby areas have been shifted to relief camps near Kalpakkam in Chengalpattu district, in the wake of Cyclone Fengal.
As Cyclone Fengal began making landfall, Puducherry and several parts of Tamil Nadu experienced heavy rain and gusty winds, disrupting road and air services and affecting normal life.
"The Cyclonic Storm 'FENGAL' [pronounced as FEINJAL] over the southwest Bay of Bengal moved west-southwestwards at a speed of 7 kmph over the past six hours and was centred at 1730 IST today, November 30, 2024, over the southwest Bay of Bengal, off the north Tamil Nadu coast near latitude 12.2°N and longitude 80.3°E. It was located approximately 40 km from the coast, 50 km south-southeast of Mahabalipuram, 60 km east-northeast of Puducherry, and 90 km south of Chennai," the IMD stated in a post on X earlier.
"Latest observations indicate that the forward sector of the cyclone's spiral bands has entered land. The storm is expected to move west-southwestwards, crossing the north Tamil Nadu-Puducherry coasts between Karaikal and Mahabalipuram, close to Puducherry, as a cyclonic storm with wind speeds of 70-80 kmph, gusting to 90 kmph, within the next 3 to 4 hours," the IMD added in an updated post at 7:30 pm.
Authorities in Puducherry and Tamil Nadu reviewed the situation and implemented precautionary measures.

Cyclone Fengal Live: Reservoirs at 53% capacity
Chennai's surface reservoirs are now more than half-full, at 53%, after receiving rain in their catchment areas due to Cyclone Fengal. The reservoirs have around 7tmcft of water now compared to their 13.2tmcft capacity.
Biomining machines at the Perungudi dumpyard have been lying idle for the past five months, leaving more than 100 acres of the dumpsite untouched. Despite being hired more than four years ago, the contractor has made little progress in biomining the waste.
As a result, the dumpyard continues to grow, with 2,500 tonnes of fresh waste being added daily. In the last six months alone, at least 2.5 acres of land have been taken up by the new waste. The expansion of the dumpsite is also encroaching on the surrounding marshland.
The contractor, WeStart Communication and Premier Precision Surface, was tasked with clearing half of the 225-acre legacy landfill under a 150-crore project. However, it has only completed 20% of the work, biomining a mere fraction of the 15 lakh cubic metres of waste allotted .
GCC Commissioner J Kumaragurubaran said the contractor's tenders were cancelled due to shoddy work and also because the firm tried to halt fresh tenders for the same work. "The contractor got a stay against termination or fresh tenders. Madras high court has appointed former Justice N Kirubakaran as arbitrator in Oct to adjudicate the issue," he said.
He said they would push the contractor to work and try to bring in fresh tenders.
"We can only biomine waste that's at least a year old, and since there's no other land, waste is being dumped here," said the commissioner.
Jayaram Venkatesan, convenor of anti-corruption NGO Arappor Iyakkam, said there's no accountability in tenders floated by GCC. "This pattern of giving contracts to inexperienced firms lacking technical qualification is seen in many projects. The GCC still has clauses to take legal action, but this has not been used, causing a years-long deadlock. In the end, it only affects people," he said.
The delayed biomining project poses a major flood threat to Velachery and Pallikaranai areas.

Four people were killed in electrocutions in different parts of Chennai as Cyclone Fengal (pronounced Feinjal) brought 9cm to 13cm of rain across different parts of the city since Saturday morning. In its 7pm bulletin, IMD said the forward sector of spiral bands associated with the cyclone entered the land, and the system might take another three to four hours to further move and cross the coast near Puducherry. On Sunday, the weather system might continue to bring rainfall after it moves inland, as IMD issued an orange alert for heavy to very heavy rainfall for Chennai and 13 districts, including the city's three neighbouring districts. A red alert for extremely heavy spells was issued to Villupuram, Kallakurichi and Cuddalore as they are closer to the landfall location. Bloggers said the cyclone was caught between high-pressure ridges, and much of the clouds around the storm on the seaside vanished by Saturday evening due to high wind shear. "Cyclone Fengal is going to be stuck off the Cheyyur-Marakkanam coast till Sunday morning," said blogger Pradeep John in one of his online posts. Tamil Nadu's coastal districts and Chennai on Saturday escaped with long spells of rain and strong winds. There was flooding and tree falls, but not to the extent feared. Public transport was kept to a minimum and since it was the weekend and schools, colleges and most offices were shut, people hardly ventured out. The centre of the cyclonic storm, which slowed down from 10kmph to 7kmph, changed directions from 90km southeast of Chennai to 90km south of the city after 2.30pm.

Puducherry District Collector A Kulothungan stated that the district administration had taken comprehensive steps to prepare for Cyclone Fengal.
"The district administration has made elaborate arrangements to address the impact of Cyclone Fengal," Kulothungan told ANI. "The war room is operational, and relief centres have been established with all necessary arrangements in place. Warning messages have been disseminated, and approximately 4,000 government officials are on duty," he added.
Tamil Nadu Chief Minister MK Stalin also assessed the preparedness and precautionary measures. He visited the Chennai State Operation Center, accompanied by state ministers KN Nehru and KKSSR Ramachandran.
The Chief Minister interacted with the District Collectors of Chennai, Kanchipuram, Tiruvallur, Chengalpattu, and other districts via video conferencing to evaluate on-ground conditions. He assured the public that the state government is closely monitoring the situation and implementing necessary measures.
Addressing the media, CM Stalin said the government had been conducting continuous inspections and taking steps to mitigate the impact.

Barricades and umbrellas were swept away by gusty winds and road users scurried for cover as rains poured, with cyclone Fengal inching closer to the shoreline on Saturday, leaving many areas in and around Chennai under water.
Curiously, a lot of people, especially young men and women, frolicked at beaches, and strangely, visitors could be spotted at the Mamallapuram world heritage site too, despite the government warning people against going near beaches, in view of the high tides. Wind speed was pretty high in coastline areas such as Marakkanam in Villupuram district.
Rainwater entered the premises of two state-run hospitals at Chromepet, a general hospital and a facility for thoracic medicine, both of which are located side by side and frequented by people.
Water was close to the level of one's ankle even inside the hospital, leaving health care seekers and doctors in a tight spot. Police and local authorities placed sandbags at entry points and said all steps were being taken to address the issue. (PTI)

"Cyclone Fengal is likely to cross the land later this evening. At present, the system is moving at 10kmph and is at 100km southeast of Chennai. It is likely to slow down when it approaches the land," said S Balachandran, deputy director general, IMD.

Cyclone Fengal Live: Western disturbance to affect North-West India - IMD scientist Soma Sen Roy
Indian Meterological Scientist Dr Soma Sen Roy on Saturday spoke on the weather conditions in the country and said that North-West India could be affected by a western disturbance.
Speaking to ANI, Roy said, "A western disturbance is going to affect North-West India from today. There is a possibility of rain in some places specially in Jammu and Kashmir. There will however be no significant change in the maximum temperature in plains, although the minimum temperature may fall by one to two degrees.. "
Further, she said that extremely heavy rain was expected in Southern India due to the tropical cyclone and there was a possibility of rain in the North Coastal Tamil Nadu.
"A cyclone has formed in South India, extremely heavy rain is expected due to tropical cyclone, there is a possibility of rain in North Coastal Tamil Nadu, South Coastal Andhra Pradesh, South Coastal Rayalaseema..." the IMD scientist further added.
Notably, coastal districts of Tamil Nadu and other coastal areas have experienced changes in the current weather conditions due to the Cyclone Fengal. (ANI)

IMD predicted "extremely heavy" rainfall in the union territory of Puducherry for today and "moderate" for December 2.
Cyclone Fengal that made landfall in the coasts of Puducherry and Tamil Nadu remains stationary for the last six hours close to the union territory nearly 30 kilometres north of Cuddalore and 40 kms east of Villupuram.
The India Meteorological Department (IMD) informed that as of 5.30am, the cyclone has not moved in the past six hours and remains stationary 120 kilometres south-southwest of Chennai.
Cyclone Fengal which crossed north Tamil Nadu coasts and made landfall in Puducherry on November 30 late night, the beaches in Chennai witnessed high tides and rough sea conditions.
The weather forecast issued by the Regional Meteorological Centre (RMC) predicted "isolated heavy to very heavy" rainfall in Chennai for Sunday.
Cyclone Fengal brought 9–13 cm of rain to Chennai, causing four electrocution deaths and flooding in parts of the city.
IMD predicted heavy to very heavy rain for Chennai and nearby districts, with a red alert for Villupuram, Kallakurichi, and Cuddalore. While tree falls and minor disruptions occurred, major damage was avoided.

Fire and rescue officials received 21 distress calls, including 11 tree-fall incidents, from Saturday morning at 12 a.m. to 12 noon. Fire personnel monitored the 197 low-lying areas that were inundated due to the heavy downpour.
Tamil Nadu Chief Minister MK Stalin reviewed arrangements and precautionary measures on Saturday in the wake of Cyclone Fengal.
The Chief Minister also inspected the Chennai State Operation Center and was accompanied by state ministers KN Nehru and KKSSR Ramachandran.

Depression to cross Tamil Nadu-Puducherry coast on Saturday morning

Continuing to move northwestwards, it is very likely to cross north Tamil Nadu-Puducherry coasts between Karaikal and Mahabalipuram close to Puducherry around morning of 30th November as a depression with a wind speed of 45-55 kmph gusting to 65 kmph says IMD.
The deep depression over the Southwest Bay of Bengal, located about 100 km east-northeast of Trincomalee, is expected to intensify into a cyclonic storm within the next 12 hours, as per the Regional Meteorological Centre, Chennai.
It will move north-northwestwards, skirting the Sri Lanka coast, and is forecasted to cross the north Tamil Nadu-Puducherry coasts near Karaikal and Mahabalipuram on the morning of November 30, with wind speeds of 50-60 km/h gusting to 70 km/h.
Tamil Nadu and Puducherry are bracing for heavy rain as Cyclone Fengal approaches. The National Disaster Response Force (NDRF) is conducting risk assessments and safety checks in vulnerable areas like T R Patinam and Karaikal.
The deep depression in the Bay of Bengal, located 480km south-southeast of Chennai, is expected to weaken and make landfall between Karaikal and Mahabalipuram on Saturday.
IMD has issued an orange alert for Chennai on Friday and a red alert for heavy rain on Saturday.
