Bhubaneswar: The science and technology department has asked Odisha Construction Corporation Ltd (OCCL) to revise and resubmit detailed project reports (DPRs) of district science centres within the sanctioned cost, aligning with MoU guidelines.
The govt has granted in-principle approval of Rs 15 crore to set up each district science centre.
The DPRs must factor in site-specific conditions to prevent cost escalation. Revised proposals are to be submitted at the earliest for further action, officials said. In an official communication to OCCL, the executing agency, the department said the earlier preliminary DPRs need to be re-examined and aligned with the approved financial ceiling of Rs 15 crore per centre, inclusive of taxes and other charges.
Officials said the move aims to ensure that the projects remain financially viable and are implemented without deviations from the agreed scope of work outlined in the MoU.
The department has stressed that all design plans, cost estimates and project components must be carefully recalibrated to fit within the sanctioned budget.
The letter specifically highlights the need to incorporate site-specific parameters while preparing the revised DPRs. Factors such as land condition, location, terrain and local infrastructure availability should be assessed to avoid future cost overruns or delays during execution.
Sources said the govt is keen to fast-track the rollout of district science centres as part of its push to promote scientific temper and innovation at the grassroots level. The centres are expected to serve as hubs for science education, interactive learning and public engagement, especially in semi-urban and rural districts.
The department has asked OCCL to submit the revised DPRs at the earliest to enable further administrative approval and commencement of execution work. Once cleared, the projects will move to the next stage of implementation, officials added.
