Budget 2024 Live Updates: Finance Minister Nirmala Sitharaman’s Union Budget 2024 saw her announcing several key projects across agriculture, manufacturing and services sector. She also announced major changes in the capital gains tax regime and income tax regimes. “The people have given a unique opportunity to our government to take the country on the path of strong development and all-round prosperity. In the interim budget, we promised to present a detailed roadmap for our pursuit of ‘Viksit Bharat’,” FM Nirmala Sitharaman.

Defence minister Rajnath Singh thanked finance minister Nirmala Sitharaman on Tuesday for allocating the highest budget to the defence sector. In a post on X, he expressed gratitude for the Rs 6,21,940.85 crore allocation, which makes up 12.9% of the total budget for FY 2024-25. Singh highlighted that the Rs 1,72,000 crore capital outlay will enhance the capabilities of the Armed Forces.

Singh also noted the Rs 1,05,518.43 crore earmarked for domestic capital procurement, which will boost the Atmanirbharta initiative. He mentioned a 30% increase in allocation for the Border Roads Organisation (BRO), with Rs 6,500 crore dedicated to accelerating border infrastructure. Additionally, Rs 518 crore has been allocated to the iDEX scheme to support startups, MSMEs, and innovators in the defence sector.

In another post, Singh congratulated Sitharaman for presenting an outstanding budget for FY 2024-25, which aims to create a prosperous and self-reliant 'Viksit Bharat'. Budget 2024 Live: Union health ministry allocated Rs 90,958.63 crore
The Union health ministry's budget allocation for the fiscal year 2024-2025 has been set at Rs 90,958.63 crore, marking a 12.96 per cent increase from the revised estimates of Rs 80,517.62 crore for the previous year.

In a move to provide relief to cancer patients, FM Nirmala Sitharaman announced three additional cancer treatment drugs - "Trastuzumab Deruxtecan, Osimertinib and Durvalumab" - will be fully exempt from Customs duties.

"To provide relief to cancer patients, I propose to fully exempt three more medicines from Customs duties. I also propose changes in the BCD (Basic Customs Duty) on X-Ray tubes and flat panel detectors for use in medical X-Ray machines under the Phased Manufacturing Program," Sitharaman said.

The AYUSH Ministry's budget allocation has seen a significant increase, rising from Rs 3,000 crore to Rs 3,712.49 crore. Of the total Rs 90,958.63 crore allocated to the Union health ministry, Rs 87,656.90 crore has been earmarked for the Department of Health and Family Welfare, while Rs 3,301.73 crore has been allocated to the Department of Health Research.

The budget allocation for schemes under the Department of Health and Family Welfare has witnessed an increase, rising from Rs 77,624.79 crore to Rs 87,656.90 crore.

Mayawati, the leader of the Bahujan Samaj Party, expressed her dissatisfaction with the Union Budget 2024-25 on Tuesday, stating that it fails to address the needs of the poor, unemployed, farmers, women, and marginalized communities in India. “New 109 high-yielding and climate-resilient varieties of 32 field and horticulture crops will be released for cultivation by farmers.

In the next two years, 1 crore farmers across the country will be initiated into natural farming supported by certification and branding. Implementation will be through scientific institutions and willing gram panchayats. 10,000 need-based bio-input resource centres will be established.

For achieving self-sufficiency in pulses and oilseeds, we will strengthen their production, storage and marketing. As announced in the interim budget, a strategy is being put in place to achieve ‘atmanirbharta’ for oil seeds such as mustard, groundnut, sesame, soybean, and sunflower.

Large scale clusters for vegetable production will be developed closer to major consumption centres. We will promote Farmer-Producer Organizations, cooperatives and start-ups for vegetable supply chains including for collection, storage, and marketing.

Buoyed by the success of the pilot project, our government, in partnership with the states, will facilitate the implementation of the Digital Public Infrastructure (DPI) in agriculture for coverage of farmers and their lands in 3 years. During this year, digital crop survey for Kharif using the DPI will be taken up in 400 districts. The details of 6 crore farmers and their lands will be brought into the farmer and land registries. Further, the issuance of Jan Samarth based Kisan Credit Cards will be enabled in 5 states,” announced FM Sitharaman.

Budget 2024 Live: What did the Union Budget focus on?
“As mentioned in the interim budget, we need to focus on 4 major castes, namely ‘Garib’ (Poor), ‘Mahilayen’ (Women), ‘Yuva’ (Youth) and ‘Annadata’ (Farmer). For Annadata, we announced higher Minimum Support Prices a month ago for all major crops, delivering on the promise of at least a 50 per cent margin over costs. Pradhan Mantri Garib Kalyan Anna Yojana was extended for five years, benefitting more than 80 crore people.

Administrative actions for approval and implementation of various schemes announced in the interim budget are well underway. The required allocations have been made.

In this budget, we particularly focus on employment, skilling, MSMEs, and the middle class. I am happy to announce the Prime Minister’s package of 5 schemes and initiatives to facilitate employment, skilling and other opportunities for 4.1 crore youth over a 5-year period with a central outlay of Rs 2 lakh crore. I will speak about them shortly, while more details may be seen in the annexure. This year, I have made a provision of Rs 1.48 lakh crore for education, employment and skilling,” FM Nirmala Sitharaman.

Budget 2024: FM proposes hike in STT on F&Os to discourage retail participation
Sithraman has proposed to increase the rate of securities transaction tax (STT) on futures and options (F&O) trade to discourage retail investors' participation in the risky instrument.

"It is proposed to increase the rates of STT on the sale of an option in securities from 0.0625 per cent to 0.1 per cent of the option premium, and on sale of a futures in securities from 0.0125 per cent to 0.02 per cent of the price at which such futures are traded," she said in the Union Budget speech.

This came after the Economic Survey flagged concerns over rising retail investors' interest in derivative trading. The survey stated that speculative trade has no place in a developing country.

Budget live: Mobile Phones to get cheaper, as FM Nirmala Sitharaman reduces basic customs duty to 15%
In a move aimed at benefiting consumers, finance minister Nirmala Sitharaman announced a significant reduction in the Basic Customs Duty (BCD) on mobile phones during her presentation of the Union Budget for the fiscal year 2024-25 in Parliament on Tuesday. The BCD on mobile phones will be lowered to 15 per cent, a decrease of 15 per cent from the previous rate.

The reduction in BCD will not be limited to mobile phones alone. Sitharaman also stated, "With a threefold increase in domestic production and almost a 100-fold jump in exports of mobile phones over the last 6 years, the Indian mobile industry has matured. In the interest of consumers I now propose to reduce the Basic Customs Duty (BCD) on mobile phones, mobile Printed Circuit Board Assembly (PCBA) and mobile charger to 15 per cent."

This means that mobile PCBAs and chargers will also see a similar reduction in BCD, bringing their rates down to 15 per cent as well.

The government's decision to lower the BCD is expected to have a positive impact on the affordability of mobile phones and related accessories for consumers. By reducing the cost of imported components and finished products, the government hopes to ensure that the benefits of these reductions are passed on to end-users, potentially resulting in lower retail prices for mobile phones and accessories in the market.

Budget 2024: Chidambaram takes a dig at FM Nirmala Sitharaman
Congress leader P Chidambaram took a jibe at the government regarding the Union Budget on Tuesday and said that he was glad that finance minister Nirmala Sitharaman had apparently referred to the Congress 2024 manifesto following the Lok Sabha election results.

Sitharaman delivered the Budget for 2024-25, marking her seventh consecutive presentation and surpassing the record previously held by former prime minister Morarji Desai. This Budget was the first one presented during the third term of the Prime Minister Narendra Modi-led government.

Union Budget 2024 live: Congress accused Sitharaman of borrowing internship program from Congress's manifesto
After the Union Budget was presented by finance minister Nirmala Sitharaman, Congress leader Jairam Ramesh accused her of borrowing the scheme from Congress's poll manifesto.

"The finance minister has taken a leaf out of the INC's Nyay Patra 2024, with its internship program clearly modelled on the INC's proposed Apprenticeship Program that was called Pehli Naukri Pakki," he said.

"It's far too late, and as it turns out, far too little - the Budget speech is more focused on posturing than action," he added.

The Congress's poll manifesto had said, "Apprentices will get Rs 1 lakh a year. The apprenticeship will impart skills, enhance employability and provide full-time job opportunities for millions of youth."

"After ten years of denial -- where neither the non-biological PM nor his party's Lok Sabha Elections Manifesto would even mention jobs -- the Union Government seems to have finally come around to tacitly admitting that mass unemployment is a national crisis that requires urgent attention," Ramesh further said.

Up to Rs 3 lakh the tax is NIL

Union Budget 2024 live: Government abolishes Angel tax in a bid to boost investment
"Monetary limit for filing Tax appeals increased to Rs 60 lacs for ITAT, Rs 2 crores for high courts and Rs 5 crores for Supreme Court...I propose to abolish the Angel tax abolished for all classes of investors. Corporate tax rate to be reduced on foreign companies from 40 to 35 per cent," she said.

This comes after commerce and industry minister Piyush Goyal said that the angel tax was implemented to prevent fraudulent entities from artificially inflating valuations and raising capital. He had emphasized the importance of increasing domestic funding for startups, expressing concern that foreign investors often end up owning a significant portion of companies founded by talented young entrepreneurs.

"If someone wants to come back to India, they will have to pay the tax, as discrimination would be very difficult to justify. They (startups) did not go out because of pressure or any reason. They went out for better tax planning. If they pay some tax here, it will help us give some more scholarships to poor children, it will help us make a few houses for the poor, it will help us replace slums with proper housing," he had said.

Budget 2024: Standard deduction for Salaried employees to be increased from Rs 50,000 to Rs 75000 under new tax regime
"Coming to personal income tax rates, I have two announcements to make for those opting for the new tax regime. First, the standard deduction for salaries employees is proposed to be increased from Rs 50,000 to Rs 75,000. Similarly, deduction on family pension for pensioners is proposed to be enhanced from Rs 15,000 to Rs 25,000. This will provide relief to about 4 crore salaries individuals and pensioners," finance minister Nirmala Sitharaman said.

"Second, in the new tax regime, the tax rate structure is proposed to be revised as follows: Rs 0-3 lakh - Nil; Rs 3-7 lakh - 5%; Rs 7-10 lakh - 10%; Rs 10-12 lakh - 15%; Rs 12-15 lakh - 20%; and Rs 15 lakh and above - 30%," she added.

Sitharaman announced that the government will offer financial assistance for loans up to Rs 10 lakh for higher education in domestic institutions. This support will be provided through e-vouchers, which will be directly given to one lakh students annually, along with an interest subvention of 3 per cent of the loan amount. In addition to this, the finance minister also outlined several initiatives for the Skill Development sector. These include the upgrading of 1,000 Industrial Training Institutes (ITIs) using the hub and spoke model, aligning course content with the skill requirements of the industry, and revising the model skill loan scheme.

The companies will cover the training costs, with 10 percent of the training cost coming from CSR funds.
