FBI charges Chinese researcher on J‑1 visa for smuggling E. coli; Kash Patel flags ‘privilege’ of working at US university
The Federal Bureau of Investigation (FBI) charged a Chinese researcher in a case regarding illegal import of biological materials into the United States.
Youhuang Xiang is a post‑doctoral researcher on a J‑1 visa from China who was charged with smuggling strains of Escherichia coli (E. Coli) and making false statements about the materials, FBI Director Kash Patel announced on X.
According to Patel, Xiang is accused of bringing the bacteria into the country without proper authorisation and then lying about it. The FBI director said this was yet another example of a foreign researcher allegedly choosing to circumvent US laws designed to protect national interests.
Patel warned universities and their respective departments to remain vigilant. He said institutions must ensure that researchers and students understand the correct and legal procedures for importing or exporting biological materials. Failure to follow these rules could pose risks to public health, the economy and national security, he added.
Patel also referenced other recent cases involving Chinese nationals charged in Michigan in November over smuggling biological materials into the United States on several occasions.
The FBI and US Customs and Border Protection said they are committed to enforcing laws that safeguard the nation’s research institutions and protect the common public. Authorities did not immediately comment on Xiang’s legal defence or possible penalties he may face if convicted.

What is E. Coli?
Escherichia coli is a common bacterium. Most strains are harmless but some can cause disease in humans, animals or plants if misused or improperly handled.
