Ukraine authorities has now allowed enlistment officials for drafting civilians into the army to use lethal force if self-defence situation arises. Authorities said officials are within their rights to open fire in self-defence. The Ukraine mobilisation law enacted this April forced many to leave their country in order to dodge the draft.
