The Directorate General of Civil Aviation's (DGCA) new ruling allows airlines to offer discounted fares for travellers with no check-in baggage. This ruling will set the ball rolling for lowering of airfares for domestic travellers. The development is precedented by DGCA's decision to allow more flexibility to domestic carriers in India. DGCA also floated a circular stating that, "As part of airline baggage policy, scheduled airlines will be allowed to offer free baggage allowance as well as zero baggage/ no check-in baggage fares."
The said provision also implies that passengers should also be aware of a possible increase in fares if they turn up with check-in baggage at the time of boarding. This new development will also initiate unbundling of services and related costs, which would also make air travel more affordable and convenient to the fast-increasing middle-class travellers. DGCA is also keen to make paid services a choice for intended travellers rather than making those a fixed payable cost.
