In a recent travel update, the Mumbai civic authority has made pre-arrival RT-PCR test mandatory for all domestic air passengers. The Brihanmumbai Municipal Corporation (BMC) has asked airlines to make sure that every traveller landing in Mumbai has a negative RT-PCR test report, not older than 72 hours. Read less
The Mantralaya of the Government of Maharashtra has said that all international passengers will have to take an RT-PCR test on arrival, along with a 7-day institutional quarantine for those coming from ‘at risk’ countries. Those coming from other foreign countries will have to undergo a 14-day home quarantine.
Guidelines for domestic and international travellers landing at Mumbai airport:

1) Domestic air travellers will either have to be fully vaccinated (14 days of second dose), or will have to carry a negative RT-PCR test not older than 48 hours.
3) If a traveller tests positive, they will be taken to a hospital for further seven days of isolation.
4) If an international passenger has a connecting flight to any other airport in India (without leaving the Mumbai airport), the traveller will have to take the RT-PCR test at the first arrival airport in Maharashtra. They’ll be allowed to board the connecting flight only after the report comes negative.
5) The Municipal Corporation of Greater Mumbai has clarified that institutional quarantine will be effective from December 2, 23:59 hours.
