No beach shacks in Goa this tourist season

Goa’s beach shacks might not be around this tourist season, as their fate hangs in the balance with the National Green Tribunal directing the state government to keep its beach shack policy on hold, until it submits the mandatory Coastal Zone Management Plan (CZMP). The state government renewed expiring licenses earlier this year for shacks for the next three years.
Goa has been given time till November 15 to submit the CZMP, as it is now the only state yet to submit it. Reportedly, it missed the first deadline of submitting the plan in May 2018. Then it was scheduled to submit the said plan in August 31 deadline, but fail to do so and requested the NGT for six-month expansion to complete the formalities required to formulate the plan.

The Coastal Zone Management plan formally demarcates the coastal areas into commercial, environment, and no development zones. The CZMP is a mandatory document that needs to be submitted by each coastal state to the Ministry of Environment and Forests under the Coastal Regulation Zone (CRZ) notification 2011.
As of now, the Goa Government has assured the shack owners that it will try to get a relaxation from the NGT. Cabinet Minister Michael Lobo, who represents the tourism centric Calangute constituency in Goa, said that they will file an affidavit before the NGT stating that the shacks are completely temporary and should not be tied down like other projects. He also stated that they will assure the NGT that the CZMP will be finalised by November.
Goa's shacks are synonymous with Goa's beaches, which are also an integral part of tourism experience. While it offers locals employment, these shacks are completely temporary, which are disbanded with the onset of monsoon every year.

Also, before the commencement of the tourism season in March every year, the state Tourism Ministry conducts a lottery to allot the beach shacks.
