Delhi Lieutenant Governor

Delhi’s Lieutenant Governor is the administrative head of the national capital territory of Delhi who plays a constitutional role in the functioning of Delhi legislative assembly. The post of the Lieutenant Governor was established following the Delhi Administration Act that came into effect in 1966.

The Lieutenant Governor summons the assembly from time to time and every member has to make an oath or affirmation before taking his/her seat. The Lieutenant Governor addresses the House and informs the Assembly about the causes of its summons at the commencement of the first session of each year and after each election. His address includes achievements and future programs of the government that are discussed in the House.

The Lieutenant Governor also plays a role in the passing of any bill. A copy of every bill introduced in the assembly is forwarded to the governor’s secretary. It is again sent to him/her for his/her assent once it is approved by the Speaker of the Assembly. He may or may not give consent to the bill and send it back to the Assembly for reconsideration. The Lieutenant Governor prorogues the House after the end of each session of the assembly.
