The CAG notes several deficiencies in the procurement of sports equipment, such as not following global tendering procedures and purchases on single tender basis. "In five cases, supply orders by the OC of Rs 3.95 crore were issued even before approval of the competent authority. In 19 cases, purchases worth Rs. 3.17 crore were made on single tender basis.
Interestingly, in 14 such cases, the single tenderer was the same agency i.e. Swatantra Stores, Patiala," the CAG report noted. There were discrepancies in the equipment purchased, especially boxing rings on outdated specifications. "The OC ordered two competition boxing rings for Rs. 0.18 crore in February and June 2010 with the old specification."
Questions over TSR contract:
The CAG has questioned the reliability relating to the contracting procedure over procurement of the Timing, Scoring and Results (TSR) system for the Games. "The OC procured the TSR system at an abnormally high sum of Rs 135.27 crore from Swiss Timing Omega in March 2010, as compared to Rs 39.84 crore spent for Melbourne CWG, 2006 for procuring the system from the same manufacturer i.e. Swiss Timing Omega," CAG says in its audit report.
