The complete shloka is ‘वन्दे पद्मकरां प्रसन्नवदनां सौभाग्यदां भाग्यदां
हस्ताभ्यां अभयप्रदां मणिगणैर्नानाविधैर्भूषिताम् ।
भक्ताभीष्टफलप्रदां हरिहरब्रह्मादिभिः सेवितां पार्श्वे पंकजशंखपद्मनिधिभिर्युक्तां सदा शक्तिभिः ॥Here we mention the line-by-line meaning of the mantra.

Meaning of ‘वन्दे पद्मकरां प्रसन्नवदनां सौभाग्यदां भाग्यदां'

The first line of the mantra says ‘Vande padmakaram prasanna vadanam saubhagyadam bhagyadam’, which means ‘I bow to the one who holds a lotus in hand, whose face is ever-jouful, and the one who blesses people with fortune and good luck.
It basically states the attributes of the energy, be it her hand that holds a lotus or her power to bless people with fortune.

Meaning of - हस्ताभ्यां अभयप्रदां मणिगणैर्नानाविधैर्भूषिताम् ।

The second line says ‘Hastabhyam abhayapradam maniganair nanavidhair bhusitam’, which means that in her hands is the power to grant fearlessness and she is adorned with all kinds of precious jewels, gems, and ornaments.
This line is about her power and her appearance, covered in jewels and blessing people with mental strength.

Meaning of - भक्ताभीष्टफलप्रदां हरिहरब्रह्मादिभिः सेवितां

The third line says ‘Bhaktabhistaphalapradam Hari-Hara-Brahmadibhih Sevitam’ which implies that whoever prays to her with devotion is blessed with the desired wish or fruits of work, and the deity is worshipped by Brahma, Vishnu, and Shiva too.
It shows how the Devi is held in the highest regard, even by other Gods, and that she can truly bless people for their work and their efforts.

Meaning of – पार्श्वे पंकजशंखपद्मनिधिभिर्युक्तां सदा शक्तिभिः ॥

The last line says ‘Parsve Pankaja-Shankha-Padma-Nidhibhir-Yuktam Sada Shaktibhih’, which means that the Goddess is surrounded by symbols of abundance. There is lotus, conch, treasure, and more, and around her are every form of energy and power that is positive, uplifting, and benefits her devotees.
This line shows that she is so divine that she is the source of many energies, be it in the form of health or wealth or power, and blesses people with abundance.

Who is this shloka dedicated to?

There are numerous forms of the divine feminine that this shloka is usually attributed to. But the most apt will be for Maa Lakshmi. She holds a conch, blesses people with prosperity and good health, has treasure around her, is worshipped by other Gods, and the likes.
And even apart from rituals or worship, this shloka is a beautiful daily affirmation for abundance and fearlessness. It can calm people down, the words, when understood correctly, are deep and meaningful, and give the feeling of peace and protection.
