Jobs, women and industry: UP flags structural economic shift on path to $1 trillion goal
Uttar Pradesh has recorded improvements across key employment, gender participation and industrial metrics, according to recent official data cited by the state government.
Findings from the Periodic Labour Force Survey (PLFS) and the newly released Women Economic Empowerment (WEE) Index point to what officials describe as a structural shift in the state’s economy, as it pursues its stated goal of becoming a $1 trillion economy.
PLFS data shows a marked fall in the unemployment rate in Uttar Pradesh, from 6.7 per cent in 2017–18 to 2.4 per cent in 2023–24. During the same period, the labour force participation rate rose from 44.6 per cent to 60.1 per cent, indicating a higher share of the population entering the workforce.
Women’s participation has also increased over the years. Female labour force participation rose from 14 per cent in 2017–18 to 36 per cent in 2023–24, according to the data.
The state has recently launched a district-level Women Economic Empowerment (WEE) Index, covering all 75 districts, to track women’s access to employment, entrepreneurship and related opportunities.
Policy changes aimed at increasing women’s workforce participation have included allowing women to work in all 29 categories of factories and permitting night shifts, subject to safety and transport provisions.
At the grassroots level, officials said more than 10 lakh self-help groups are operational in the state, linking over one crore women to income-generating activities, particularly in rural areas.
On the infrastructure front, the government said nearly all villages in Uttar Pradesh are now connected by all-weather roads, while around 93 per cent have access to high-speed internet connectivity.
These measures are being projected as key enablers for industrial expansion and digital services.
The state has also highlighted growth in manufacturing and investment activity. Industrial clusters such as Noida’s electronics hub, the defence corridor and initiatives under the One District One Product (ODOP) scheme have been positioned as drivers of local manufacturing.
Uttar Pradesh currently ranks tenth among Indian states in terms of foreign direct investment inflows, according to official figures.
Micro, small and medium enterprises continue to play a central role in the state’s economy, with officials estimating nearly 90 lakh MSMEs operating across sectors. A single-window clearance system has been introduced to streamline approvals and reduce procedural delays for businesses.
As part of its development strategy, the state has categorised districts into four groups—Champions, Leaders, Contenders and Aspirational—to tailor policy interventions. Districts such as Lucknow, Varanasi and Gautam Buddha Nagar have been placed in the Champion category, while targeted programmes focusing on skills, employment and safety are being planned for aspirational districts.
While the data indicates progress on several fronts, the government says continued focus on employment generation, women’s participation and regional balance will be critical as Uttar Pradesh seeks to align more closely with national economic indicators and sustain long-term growth.
