GUWAHATI: Ulfa is creating terror in Assam on behalf of Pakistan's ISI, a top Army official heading anti-insurgency operations in the state said on Friday. "Ulfa is fighting the jehadi war on behalf of ISI and taking help from jehadi elements. No doubt they (Ulfa leaders) are in a foreign land and are under the control of ISI, which is calling the shots and asking them to do what the ISI wants," said Lt Gen R K Chhabra, who heads both the Unified Command Structure and the Army's 4 Corps.
The Ulfa is outsourcing explosives and IEDs from the jehadi elements, he said.
