Parliament Budget Session 2025 Live Updates: Union finance minister Nirmala Sitharaman is addressing the House during the general discussion on the Union Budget. The finance minister defended the budget saying that 'no state ignored under PM Modi'. Earlier in the day, The Joint Parliamentary Committee (JPC) report on the Waqf (Amendment) Bill, 2024, was presented in the Rajya Sabha, amidst disruptions from opposition members. BJP MP Medha Vishram Kulkarni submitted the report along with evidence records given before the committee.

The presentation led to significant disturbance in the Upper House, resulting in a session adjournment until 11.20 am. Upon resumption, opposition MPs continued their protests.

BJP MP and JPC Chairman Jagadambika Pal announced earlier that day that after six months of nationwide consultations, the committee would present its findings to Parliament. He noted that the committee conducted nationwide tours for input collection, incorporating 25 amendments across 14 clauses.

Congress MP Gaurav Gogoi criticised the initiative, stating that rather than improving the existing Waqf Act's implementation, the government was pursuing politically motivated changes. KC Venugopal from Congress expressed disapproval of the JPC's conduct.

The committee adopted the draft report and revised bill on January 29. Opposition members subsequently filed dissent notes. Trinamool Congress representatives Kalyan Banerjee and Md Nadimul Haque protested the removal of crucial sections from their dissent notes. They contended that the committee's findings were prejudiced and failed to consider stakeholder inputs and opposition submissions.

The 1995 Waqf Act, which oversees Waqf properties, has faced criticism for administrative failures, dishonest practices, and property encroachment issues. The 2024 amendment bill seeks to implement digital solutions, strengthen auditing processes, increase transparency, and establish legal frameworks for recovering unlawfully occupied properties.

Congress MP Manickam Tagore on Thursday gave notice to move a motion for the adjournment of the Business of the House in the Lok Sabha to discuss the relaxation of "National Security Protocols" for the Khavda Renewable Energy Project in Gujarat along India-Pakistan border.

In his notice, Tagore said, "The Khavda Renewable Energy Park Project, led by the Adani Group, is situated just one km from the sensitive India-Pakistan border in the Rann of Kutch, a region with a history of conflicts between the two nations."

"The relaxation of these security protocols is alarming, as it puts our national security at grave risk. Military experts who have dedicated their lives to protecting this nation have raised valid concerns. Allowing such a critical energy project so close to a volatile border undermines established military norms and compromises our strategic readiness," the Congress MP added.

Parliament Budget Session 2025 Live Updates: Union Budget historic, even opposition couldn't criticise, says Jitin Prasada
Union minister Jitin Prasada on Wednesday said the Budget 2025-26 was a historic one, with even the opposition not finding flaws to criticise it. He said lakhs of people would benefit from the Budget's focus on the middle class and salaried people along with an Income Tax exemption of Rs 12 lakh.

"Usually when the Union Budget is presented, the opposition criticises it. However, this time, the opposition didn't raise any issue after walking out of Parliament," the Union MOS for Commerce and Industries said while addressing a gathering of professionals in Panaji.

Goa Chief Minister Pramod Sawant also attended the event.

Prasada said the Income Tax exemption will boost the economy as the extra money in the hands of the middle class will spur the consumption demand.

"This Budget followed the mantra of PM Modi on 'Reform, Perform and Transform'. That is what India's growth story is all about," he said.

The proposed simplified Income Tax Bill 2025, which is likely to be tabled in Parliament on Thursday, seeks to eliminate obsolete sections of the existing Act, reduce litigation, and improve compliance, experts said. The primary objective of new Bill is to simplify the tax laws, ensuring they are more transparent, easier to interpret, and taxpayer friendly, they said.

"By replacing complex provisions with clearer provisions, it aims to reduce legal disputes and encourage voluntary tax compliance... the bill promises a more streamlined, accessible tax system, making it easier for citizens and businesses to fulfill their obligations while fostering trust in the system," Deloitte India partner Rohinton Sidhwa said.

The new Bill seeks to replace the Income Tax Act, 1961 that has become too voluminous due to the amendments made over the last 60 years. The new law is expected to come into effect from April 1, 2026.

A crispier and simplified Income Tax Bill 2025, having 536 sections, and 23 chapters running into 622 pages, is likely to be introduced in the Lok Sabha on Thursday. The Bill once enacted will replace six-decade old Income Tax Act 1961, which over the years became bulkier and complex with amendments.

The proposed law replaces the term 'previous year' as mentioned in the Income Tax Act, 1961 with 'tax year'. Also, the concept of assessment year has been done away with.

Currently, for income earned in the previous year (say 2023-24), tax is paid in assessment year (say 2024-25). This previous year and assessment year concept has been removed and only tax year under the simplified bill has been brought in.

The Delhi High Court on Wednesday sought a response from the Centre on a plea challenging the validity of Article 334A (1) of the Constitution which prescribes delimitation as a prerequisite to give effect to reservation of seats for women in Parliament. A bench of Chief Justice D K Upadhayaya and Justice Tushar Rao Gedela issued notice to the Ministry of Law and Justice aside from the attorney general. The court issued notice to the attorney general as the vires of Article 334A(1) of the Constitution was under challenge.

The matter would be heard on April 9.
The joint committee's report on the Waqf bill was presented in the Rajya Sabha on Thursday amidst chaos, leading to a brief adjournment following intense exchanges between government and opposition members. The Opposition, led by Mallikarjun Kharge, claimed that dissent notes were removed from the report, but Union Parliamentary Affairs Minister Kiren Rijiju dismissed these allegations.

BJP member Medha Vishram Kulkarni, who serves on the panel, submitted the report on the Waqf (Amendment) Bill. The submission triggered immediate protests from opposition members.

The disturbance persisted whilst Chairman Jagdeep Dhankhar attempted to convey a message from President Droupadi Murmu. "Don't show disrespect to the president of India..." Dhankhar remarked, requesting Kharge to direct opposition members to be seated.
