Parched terrains of Udayagiri set to transform into defense manufacturing cluster

Tirupati: The parched and isolated expanses of Udayagiri constituency in Nellore district is set to turn into a high-security military stronghold following the setting up of a massive ammunition and missile manufacturing cluster over 2,500 acres. Driven by a fast-tracked directive under GO 68, the Andhra Pradesh govt plans to transform Duttalur’s dry terrains into a self-sustaining defense corridor from scratch.

The surge is led by Hyderabad-based Premier Explosives Limited (PEL), a critical supplier of solid propellants for India’s Akash and Astra missiles. With all approvals being fast-tracked, PEL is anchoring the cluster with a ₹500 crore integrated explosives plant across 450 acres.

Designed to create 2,050 jobs, the project will roll out sequentially. The initial phase will manufacture medium-caliber ammunition and pyro devices, transitioning into bomb filling and rocket motor assembly during the second phase, before culminating in a full-scale TNT production facility.

Hot on its heels is Gurugram’s Anadrone Systems, a primary supplier of high-speed aerial target drones to all three branches of the Indian armed forces. Anadrone is investing ₹221 crore into its planned 350 acres facility near Papampalle village in Nellore. The project will focus on tactical unmanned aerial systems (UAS), including their award-winning 'Abhay’ anti-radar decoy swarm system, alongside large-caliber warheads and electronic fuse filling lines.

“The aggressive play by the state govt has already triggered a ₹2,200-crore investment rush, locking in five major aerospace heavyweights to manufacture everything, from rocket propellants to combat drones on local soil,” said Nellore district collector Himanshu Shukla.

The electronic and structural spine of the cluster will be fortified by Ananth Technologies Limited (ATL), and Aditya Precitech Private Limited (APPL). ATL, founded by former ISRO scientist Dr Subba Rao Pavuluri and widely recognized for its mission-critical satellite electronics, has pledged ₹1,000 crore to construct a dedicated defense electronics facility on 300 acres.

Concurrently, precision engineering firm APPL is mapping out a ₹500 crore layout spanning 250 acres to manufacture high-performance components for major defense public sector undertakings. Both companies have completed site visits, secured land consent, and are finalizing their detailed project reports (DPRs).

Rounding out the initial wave of anchors is RR Industries, a specialized defense composites manufacturer with long-standing ties to ISRO and DRDO. They are establishing a aerospace-grade composite and rocket motor casing unit on a 25-acre footprint, backed by a ₹25 crore investment aimed at introducing specialized autoclave processing and CNC filament winding to the local landscape.

The strategic clustering of these diverse entities is a calculated move to advance the Union govt’s ‘Atmanirbhar Bharat’ vision of defense self-reliance, said Nellore MP Vemireddy Prabhakar Reddy. The 2,500-acre defence ammunition manufacturing cluster will become the economic lifeline for Udayagiri constituency, which is one of the most economically backward upland regions of Nellore -- its economy limited by a struggling agricultural sector dominated by a harsh, hilly terrain and plagued by successive years of drought.

“Thanks to the vision of chief minister Nara Chandrababu Naidu, Udayagiri is set to transition from a parched agrarian casualty into a high-tech fortress of national importance, which would be critical to India’s sovereign defense self-reliance (Atmanirbhar Bharat) as the cluster represents a collective financial infusion exceeding ₹2,245 crore and is expected to generate over 3,200 high-skilled direct jobs for local youth,” the Nellore MP said.
