Outcome-based monitoring system key to development, says Dinakar
Vijayawada: Lanka Dinakar, chairman of the 20-Point Programme (Viksit Bharat–Swarna Andhra Pradesh) implementation, observed that the study tour to Uttarakhand was highly insightful and underscored the importance of a structured, outcome-based monitoring system for welfare and development programmes.Speaking to the media in Dehradun on Tuesday, Dinakar said the visit focused on reviewing centrally sponsored schemes, flagship programmes of the Union govt, the Sustainable Development Goals (SDG) framework, and the functioning of key institutions in Uttarakhand. He expressed gratitude to Uttarakhand chief minister Pushkar Singh Dhami, vice chairman of the 20-Point Programme implementation Jyothi Prasad Gairola, and officials of the state planning department for their guidance and cooperation.
He noted that both Andhra Pradesh and Uttarakhand, under their respective double-engine govt, are working with strong commitment towards the vision of Viksit Bharat, as envisioned by Prime Minister Narendra Modi and chief minister Chandrababu Naidu. Detailed discussions were held on the implementation of major Union govt schemes such as Lakhpati Didi, tourism initiatives, Pradhan Mantri Awas Yojana, Jal Jeevan Mission, AMRUT, Pradhan Mantri Garib Kalyan Anna Yojana, Pradhan Mantri Gram Sadak Yojana, the aspirational districts and blocks programme, and schemes under the National Health Mission.Dinakar said Uttarakhand's flagship programmes were also reviewed, particularly those aimed at inclusive growth, social welfare, livelihood generation through horticulture and tourism, healthcare, education, and infrastructure development in hill regions, with a strong focus on last-mile delivery.He highlighted the Uttarakhand Vision–2047, aligned with the 17 SDGs, which emphasises livelihoods, tourism promotion, youth and women empowerment, strengthening health and education, and leveraging opportunities in horticulture and food-processing manufacturing for investment and employment. Integration of SDGs with the Twenty-Point Programme and systematic indicator reviews at state, district, and block levels were cited as key best practices."In line with chief minister Chandrababu Naidu's vision for Swarna Andhra Pradesh, adopting a similar monitoring and review mechanism will strengthen good governance, transparency, and people-centric development," Dinakar said. He also explained the Swarna Andhra Vision–2047, which aims for a sustained 15 per cent growth rate and transforming the state into a USD 2.40 trillion GSDP economy, aligned with the goal of Viksit Bharat.
