: The Congress will make radical changes "from top to bottom" in the organisation across the nation, including fixing a person's tenure in any post to a maximum of five years, having at least 50% youth below the age of 50 years in its committees at all levels, and introducing a "one family, one ticket" policy for elections.

Under the "one family, one ticket" policy, a Congress leader's family member will have to work for the organisation for at least five years before seeking an election ticket. Also, a party office-bearer, who has been occupying a post for five years or more, will now have to step down and undergo a "cooling period" of at least three years before taking up the same position again.

At the start of the party's 'Nav Sankalp Shivir' here on Friday, AICC general secretary Ajay Maken spelled out the organisational agendas that would be discussed at the three-day brainstorming sessions

'After shivir, you will see big changes in organisation'
Udaipur: The sessions will be attended by Congress president Sonia Gandhi, Priyanka Gandhi Vadra and Rahul Gandhi along with over 400 party leaders.

"Our organisational structure hasn't changed in the past 60-70 years even though new democratic tools have evolved. Our opponents have been faster than us in catching up with the same. After the Nav Sankalp Shivir, you will see big changes in our organisation," said Maken, the convener of the 'organisation' group, which is one of the six groups formed to discuss and debate six different subjects shortlisted for the shivir.

"There has been a general consensus on the 'one family, one ticket' policy, though it will be discussed during the Shivir," the AICC general secretary said. In response to a question, he said the shivir was not about discussing "Gandhis or non-Gandhis".

Maken said, "So far, we have no unit between a booth and a block. We are now planning to introduce 'mandal' between the two levels. Above every 15-20 booths, there will now be a mandal. Some three to five mandals will constitute a block."

To connect with people, the Congress will have a 'public insight' department that would conduct surveys to identify people's issues to be taken up by the party. There will be an 'assessment' department, too, to reward good work and punish below par efforts.
